Both these rivers rise in the highlands of eastern Turkey and flow southeastward through Iraq. They join in the southeast and form the shatt-al-arab River, which flows south into the Persian Gulf. The lower portion of the country is delta and alluvial plains that slowly rise in the west and northwest to broad desert plains and a belt of hills and rugged mountains to the north and north east. About 47 percent of the country can be classified as desert and desert steppe; Two seasons, summer and winter, predominate. The summers are long, hot, and very dry. Winters are usually mild but at times can be quite cold. What precipitation there is falls between November and June and varies considerably between adequate rainfall for unirrigated agriculture in the north to practically no rainfall in the southwest. There are also great variations in rainfall from year to year. The rivers rise to flood stage in the spring. In recent years many millions of dollars have been spent in water control systems to prevent devastation from spring floods. A population of over 7 million is mostly concentrated in the central plain between the two rivers and in the foothills of the northeast. A great majority of this population and about two thirds of the labor force derive their livelihood from agricultural pursuits. Agriculture has contributed about 20 percent to the national product. Petroleum accounts for over 90 percent of Iraq's foreign exchange and is by far the outstanding industry. However, oil companies directly employ less than 1 percent of the country's labor force. On the other hand, oil has made it possible to implement ambitious development programs that are having a considerable impact, both directly and indirectly, on agriculture. The origin of the land tenure system in Iraq has been quite complex. By the end of the Ottoman period a feudalistic structure and tribal groupings familiar in the Middle East had developed. As a result, the system culminated in large holdings, absentee landlords, and great tracts of land falling to State ownership. This “green revolution” has been credited with averting Malthusian famines, saving billions of lives, and jump-starting Asia’s economic revival. Bono and Bill Gates hail it as a model for revitalizing Africa’s economy. Out of this campaign, the costliest and most sustained effort for development ever undertaken, emerged the struggles for resources and identity that define the region today. As Obama revives the lost arts of Keynesianism and counter-insurgency, the history of these colossal projects reveals bitter and important lessons for today’s missions to feed a hungry world.

Gardner documents both the economic difficulties that have confronted farmers and the technological and economic transformations that have lifted them from relative poverty to economic parity with the nonfarm population. He provides a detailed analysis of the causes of these trends, with emphasis on the role of government action. He reviews how commodity support programs, driven by interest-group politics, have spent hundreds of billions of dollars to little purpose. Nonetheless, Gardner concludes that by reconciling competing economic interests while fostering productivity growth and economic integration of the farm and nonfarm economies, the overall twentieth-century role of government in American agriculture is fairly viewed as a triumph of democracy.

Book excerpt: Savage Exchange explores the politics of representation during the Han dynasty (206 BCE–220 CE) at a pivotal moment when China was asserting imperialist power on the Eurasian continent and expanding its local and long-distance (“Silk Road”) markets. Tamara T. Chin explains why rival political groups introduced new literary forms with which to represent these expanded markets. To promote a radically quantitative approach to the market, some thinkers developed innovative forms of fiction and genre. In opposition, traditionalists reasserted the authority of classical texts and advocated a return to the historical, ethics-centered, marriage-based, agricultural economy that these texts described. The discussion of frontiers and markets thus became part of a larger debate over the relationship between the world and the written word. These Han debates helped to shape the ways in which we now define and appreciate early Chinese literature and produced the foundational texts of Chinese economic thought. Each chapter in the book examines a key genre or symbolic practice (philosophy, fu-rhapsody, historiography, money, kinship) through which different groups sought to reshape the political economy.
