Book excerpt: What systems can be used for the mobilisation of financial resources for the conservation, restoration, rehabilitation and integrated management of the architectural heritage through area-based regeneration initiatives? This guide aims to provide authoritative information on different funding mechanisms, financial resources and management systems utilised in Europe and in North America as a means to assist the development of good and efficient practice. Consideration is given to examples relating to three principal forms of financial measures: subsidies (grant aid), loans and tax incentives, as well as specific measures to promote sponsorship through donations by individuals and corporate organisations. Other revenue-raising methods are investigated, including easement donations and endowment funds, lotteries, concession agreements, monument annuities, the transfer of development rights and enabling development, and through the support of international organisations such as the World Monument Fund, the World Bank, the Council of Europe Development Bank and the European Union. Further consideration is given to the role of non-profit and other organisations operating for the benefit of the architectural heritage such as revolving fund organisations, charitable trusts, heritage foundations and limited liability companies.

While the modernist metanarrative of universalism propagated functionalism and, through it, biological and psychological motives of design activity, contemporary building practices are based on more complex and diverse patterns of values that range from cultural to market-driven. The term is also used to describe education and training standards for the knowledge and skills necessary to perform a specific profession. In practice, professional standards of practice and ethics are agreed upon and maintained by recognised associations. In the past, professionalism has not occupied a central place in built heritage discussions, policy and research. Recent changes in terms of public attitudes and sustainability concerns have had a cumulative impact on the requirements for professionalism in the built heritage sector. The future success of the sector will depend on the availability of adequate professionals and an appropriately skilled workforce. In practice, the built heritage sector involves much more than interventions to conserve, preserve, rehabilitate or restore a heritage structure. Bringing a project to fruition begins with the formulation of a policy, proceeds to the design and execution of intervention strategies and ends with ongoing maintenance of heritage structures and related future programming. This process requires sufficient interactions between different professionals to obtain a common vision and hold that vision throughout a project.
