Available in PDF, EPUB and Kindle. Book excerpt: In Volume 34, covering May through July 1801, the story of Thomas Jefferson's first presidential administration continues to unfold. He quickly begins to implement his objectives of economy and efficiency in government. Requesting the chief clerk of the War Department to prepare a list of commissioned army officers, Jefferson has his secretary Meriwether Lewis label the names on the list with such descriptors as "Republican" or "Opposed to the administration, otherwise respectable officers." The president calls his moves toward a reduction in the army a "chaste reformation." Samuel Smith, interim head of the Navy Department, in accordance with the Peace Establishment Act, arranges for the sale of surplus warships. Secretary of the Treasury Albert Gallatin gathers figures on revenues and expenses and suggests improvements in methods of collecting taxes. Jefferson delivers an eloquent statement on his policy of removals from office to the merchants of New Haven, who objected to his dismissal of the collector of the port of New Haven. He makes clear that while his inaugural address declared tolerance and respect for the minority, it did not mean that no offices would change hands. On the twenty-fifth anniversary of the Fourth of July, Jefferson entertains around one hundred citizens, including a delegation of five Cherokee chiefs. And on 30 July, Jefferson leaves the Federal City for two months at Monticello.

Book excerpt: The ways in which the African American community learned to be proficient readers and writers during the 19th century were diverse, however, the greatest impact on literacy acquisition came from family and community efforts. African American arts, churches, benevolent societies, newspapers, literacy societies, and formal and informal schools supported literacy growth, and literacy growth in turn gave rise to national and international African American literacy traditions. The underlying motivations that gave shape to the nature of their literacy behaviors and events within family and community contexts and within national and global context are examined in detail here. The beginnings of African American literacy traditions would have failed had there not been intrinsic motivations, opportunities, and a need to use all of the language arts, reading, writing, speaking, listening, and viewing to maintain and protect what mattered most to them as a people. The institutionalization of these traditions into family and community rituals, including songs, prayers, letters, story telling, and the like gave a visibility to the African American in ways no other cultural knowledge could. Belt-Beyan traces the development of these literacy traditions, noting the parallel progression and transformation of Africans into African Americans, slaves into freepersons, and noncitizens into citizens.

This document describes and explains a unified approach to actions and results that is likely, given what is known and accessible, to improve all of humanity. This is the plan for societal navigation that specifies an approach, direction, and execution to socio-technical life. The project plan has three core sections: (1) Approach to project execution, (2) Direction of project execution, and (3) Execution of project execution. The standard details the complete, plannable information set for the society’s operation, including its approach to action, its direction of action, and its execution and adaptation of action. Herein, these concepts, their relationships and understandings, are defined and modeled. Discursive reasoning is provided for this specific configuration of a project plan, as opposed to the selection and encoding of other configurations. A project plan provides for the formalized project-based development operation of a society, organized in time and with available resources, coordinated to become a societal service system for human fulfillment and ecological well-being.
