Book The African Peer Review Mechanism at Ten

Download or read book The African Peer Review Mechanism at Ten written by Adejoke Babington-Ashaye and published by . This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: March 2013 marked ten years of one of the most innovative initiatives established under the auspices of the New Partnership for Africa's Development (NEPAD). Created in 2003, the main objective of the African Peer Review Mechanism (APRM) is to foster the adoption of standard practices for political stability, sustainable development and economic integration between member states. Members pledge to adhere to the basic principles of governance enshrined in the 2002 African Union Declaration on Democracy, Political, Economic and Corporate Governance. As a voluntary process open to all members of the African Union, the steps of the APRM process include a country self-assessment, a review mission by the APRM Panel of Eminent Persons, a peer review of the ensuing Panel report by APRM member states, and a finalized programme of action (NPoA) for the country under review to implement. These NPoAs are critical to identifying development challenges within the member state under review, and laying the foundation for legal and policy changes. As of May 2013, the APRM has thirty-three member states, more than half the membership of the African Union (AU). However, over the decade the process has been plagued by financial and logistical challenges, stalled peer reviews, lack of political will and negative public perception. Despite criticisms regarding the ineffectiveness of the APRM as a tool for development and the promotion of human rights in Africa, this paper offers a different approach to assessing the APRM. It sheds light on some of the positive contributions the mechanism has made to development in Africa, and outlines the path for the next ten years.

Book The African Peer Review Mechanism

Download or read book The African Peer Review Mechanism written by Steven Gruzd and published by . This book was released on 2009 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper assesses the origins of the APRM, the benefits that it has brought to the continent, and the obstacles that militate against success. To assess the impact of the African Peer Review Mechanism (APRM), it is necessary to understand where it came from. In the Africa of the old Organisation of African Unity, the sovereignty of states was paramount and criticism of countries within the magic circle unacceptable. Today the idea that individual sovereign states should voluntarily submit their governance and economic development practices to judgment by their peers has been accepted by more than half the countries on the continent, containing three-quarters of the population of Africa. There is widespread acknowledgment that "development is impossible without true democracy, respect for human rights, peace and good governance."

Book Selected Themes in African Political Studies

Download or read book Selected Themes in African Political Studies written by Lucky Asuelime and published by Springer. This book was released on 2014-08-04 with total page 150 pages. Available in PDF, EPUB and Kindle. Book excerpt: Against the background of a long and continuing record of political instability in Africa, this edited collection presents a multi-disciplinary approach to selected issues in African political studies. The contributions explore a range of political and conflict situations, discuss efforts to develop indigenous conflict resolution mechanisms and consider some of the key political and economic issues facing the continent. The specific country studies illuminate the diversity of the African continent and indicate the ways in which the political and socio-economic contexts of African states bear directly upon the ability of states to solve political and economic challenges. The volume seeks to present and promote novel analytical frameworks, conceptual approaches and empirical accounts of relevance to scholars working on Africa and to practitioners and policy makers in politics, governance and peace initiatives in Africa.

Book Regulating and Combating Money Laundering and Terrorist Financing

Download or read book Regulating and Combating Money Laundering and Terrorist Financing written by Nkechikwu Valerie Azinge-Egbiri and published by Routledge. This book was released on 2021-03-01 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analytically reviews the impact of the global anti-money laundering and counter-terrorist financing (AML/CFT) framework on the compliance trajectory of a number of jurisdictions to this framework. The work begins by examining the international financial sector reform and its evolution to inculcate the global framework for AML/CFT regulations. It challenges the resulting uniform AML/CFT due to its paradoxical impact on the compliance trajectory of African countries and emerging economies (ACs/EEs). This is done through an examination of the pre-conditions for effective regulation and compliance drivers for ACs/EEs that reveals the behavioural impact of the AML/CFT standards on the bloc of countries. Through the application of agency theory, it explores the relationship between ACs/EEs on the one hand and the international financial institutions that formulate, disseminate and facilitate compliance with the global framework for AML/CFT standards on the other. The remaining chapters review empirically the compliance pressures and resulting compliance trajectory of ACs/EEs with the AML/CFT standards. The final part of the book provides a detailed explanation of the compliance challenges of ACs/EEs and the legitimacy concerns that facilitate this. This book offers a new direction on the impact of global AML/CFT standards on ACs/EEs and contributes to the understanding of the conditions under which the global standards are likely to facilitate proactive compliance within these blocs of countries. As such it will be a valuable resource for academics, researchers and policy-makers working in this area.

Book Strengthening Popular Participation in the African Union

Download or read book Strengthening Popular Participation in the African Union written by Oxfam and published by African Books Collective. This book was released on 2010 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Union (AU) has committed to a vision of Africa that is "integrated, prosperous and peaceful ... driven by its own citizens, a dynamic force in the global arena" (Vision and Mission of the African Union, May 2004). Strengthening Popular Participation in the African Union aims to take up the challenge of achieving this vision. It is a tool to assist activists to engage with AU policies and programmes. It describes the AU decision-making process and outlines the roles and responsibilities of the AU institutions. This guide aims to help those organizations that wish to engage the AU but do not currently know where to start by providing an outline of the key institutions and processes and suggesting ways to influence them. The guide is divided into three sections: *Part 1: A description of AU organs and institutions. *Part 2: Suggestions on how to influence AU decisions and policy processes. *Part 3: A summary of the debate to restructure the AU into a "Union Government."

Book The African Union

Download or read book The African Union written by Tony Karbo and published by Bloomsbury Publishing. This book was released on 2017-11-23 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: The African Union has been a major factor in establishing peace, security and development in Africa. Today, however, the intranational body is struggling in the midst of a perceived dissipating appetite for supporting continental institutions. Previously seen as the panacea to Africa's continuing problems with violence and corruption in society, under the slogan "African Solutions to African Problems", the African Union, this book argues, seems to have run its course. Recognizing that the measured successes in political emancipation which have been recorded across the African continent do not seem to have translated into economic and social gains for its 1.2 billion citizens, the AU adopted a new development framework dubbed "Agenda 2063". The framework calls on African leaders to rediscover the `Pan African' spirit and to create the `Africa Africans want'. In practice this means a new focus and engagement with the African Diaspora, tapping into their strong track-record in economic development. As this book shows however, there remain deep differences over the meaning, timing and sequencing of pan-African integration. Indeed, different member states have different understandings of the role of the African Union itself. This essential handbook, from one of the leading research institutions on the continent, seeks to uncover what some of those understandings are and why the unification project has remained so elusive.
