Book excerpt: Scholars have long explored school desegregation through various lenses, examining policy, the role of the courts and federal government, resistance and backlash, and the fight to preserve Black schools. However, few studies have examined the group experiences of students within desegregated schools. Crossing Segregated Boundaries centers the experiences of over sixty graduates of the class of 1988 in three desegregated Chicago high schools. Chicago’s housing segregation and declining white enrollments severely curtailed the city’s school desegregation plan, and as a result desegregation options were academically stratified, providing limited opportunities for a chosen few while leaving the majority of students in segregated, underperforming schools. Nevertheless, desegregation did provide a transformative opportunity for those students involved. While desegregation was the external impetus that brought students together, the students themselves made integration possible, and many students found that the few years that they spent in these schools had a profound impact on broadening their understanding of different racial and ethnic groups. In very real ways, desegregated schools reduced racial isolation for those who took part.

Book excerpt: In 1978, V. P. Franklin and James D. Anderson co-edited New Perspectives on Black Educational History. For Franklin, Anderson, and their contributors, there were glaring gaps in the historiography of Black education that each of the essays began to fill with new information or fresh perspectives. There have been a number of important studies on the history of African American education in the more than three decades since Franklin and Anderson published their volume that has pushed the field forward. Scholars have redefined the views of Black southern schools as simply inferior, demonstrated the active role Blacks had in creating and sustaining their schools, sharpened our understanding of Black teachers’ and educational leaders’ role in educating Black students and themselves with professional development, provided a better understanding and recognition of the struggles in the North (particularly in urban and metropolitan areas), expanded our thinking about school desegregation and community control, and broadened our understanding of Black experiences and activism in higher education and private schools. Our volume will highlight and expand upon the changes to the field over the last three and a half decades. In the shadow of 60th anniversary of Brown v. Board of Education and the 50th anniversary of the 1964 Civil Rights Act, contributors expand on the way African Americans viewed and experienced a variety of educational policies including segregation and desegregation, and the varied options they chose beyond desegregation. The volume covers both the North and South in the 19th and 20th centuries. Contributors explore how educators, administrators, students, and communities responded to educational policies in various settings including K-12 public and private schooling and higher education. A significant contribution of the book is showcasing the growing and concentrated work in the era immediately following the Brown decision. Finally, scholars consider the historian’s engagement with recent history, contemporary issues, future directions, methodology, and teaching.

Why is this the case, and what can school leaders do about it? In The Color of Mind, Derrick Darby and John L. Rury answer these pressing questions and show that we cannot make further progress in closing the achievement gap until we understand its racist origins. Telling the story of what they call the Color of Mind—the idea that there are racial differences in intelligence, character, and behavior—they show how philosophers, such as David Hume and Immanuel Kant, and American statesman Thomas Jefferson, contributed to the construction of this pernicious idea, how it influenced the nature of schooling and student achievement, and how voices of dissent such as Frederick Douglass, Frances Ellen Watkins Harper, and W. E. B. Du Bois debunked the Color of Mind and worked to undo its adverse impacts. Rejecting the view that racial differences in educational achievement are a product of innate or cultural differences, Darby and Rury uncover the historical interplay between ideas about race and American schooling, to show clearly that the racial achievement gap has been socially and institutionally constructed. School leaders striving to bring justice and dignity to American schools today must work to root out the systemic manifestations of these ideas within schools, while still doing what they can to mitigate the negative effects of poverty, segregation, inequality, and other external factors that adversely affect student achievement. While we cannot expect schools alone to solve these vexing social problems, we must demand that they address the dignitary injustices associated with how we track, discipline, and deal with special education that reinforce long-standing racist ideas. That is the only way to expel the Color of Mind from schools, close the racial achievement gap, and afford all children the dignity they deserve.

John L. Rury provides a national overview of the process, focusing on the period between 1950 and 1980, and presents a detailed study of metropolitan Kansas City, a region representative of trends elsewhere. While big-city districts once were widely seen as superior and attracted families seeking the best educational opportunities for their children, suburban school systems grew rapidly in the post–World War II era as middle-class and more affluent families moved to those communities. As Rury relates, at the same time, economically dislocated African Americans migrated from the South to center-city neighborhoods, testing the capacity of urban institutions. As demographic trends drove this urban-suburban divide, a suburban ethos of localism contributed to the socioeconomic exclusion that became a hallmark of outlying school systems. School districts located wholly or partly within the municipal boundaries of Kansas City, Missouri, make for revealing cases that illuminate our understanding of these national patterns. As Rury demonstrates, struggles to achieve greater educational equity and desegregation in urban centers contributed to so-called white flight and what Senator Daniel Patrick Moynihan considered to be a crisis of urban education in 1965. Despite the often valiant efforts made to serve inner city children and bolster urban school districts, this exodus, Rury cogently argues, created a new metropolitan educational hierarchy—a mirror image of the urban-centric model that had prevailed before World War II. The stubborn perception that suburban schools are superior, based on test scores and budgets, has persisted into the twenty-first century and instantiates today's metropolitan landscape of social, economic, and educational inequality.

Before it became synonymous with inner-city decay, however, Compton's affordability, proximity to manufacturing jobs, and location ten miles outside downtown Los Angeles made it attractive to aspiring suburbanites seeking single-family homes and quality schools. As Compton faced challenges in the twentieth century, and as the majority population shifted from white to African American and then to Latino, the battle for control over the school district became symbolic of Compton's economic, social, and political crises. Death of a Suburban Dream explores the history of Compton from its founding in the late nineteenth century to the present, taking on three critical issues—the history of race and educational equity, the relationship between schools and place, and the complicated intersection of schooling and municipal economies—as they shaped a Los Angeles suburb experiencing economic and demographic transformation. Emily E. Straus carefully traces the roots of antagonism between two historically disenfranchised populations, blacks and Latinos, as these groups resisted municipal power sharing within a context of scarcity. Using archival research and oral histories, this complex narrative reveals how increasingly racialized poverty and violence made Compton, like other inner-ring suburbs, resemble a troubled urban center. Book excerpt: A powerful history of student protests and student rights during the desegregation era In the late 1960s, protests led by students roiled high schools across the country. As school desegregation finally took place on a wide scale, students of color were particularly vocal in contesting the racial discrimination they saw in school policies and practices. And yet, these young people had no legal right to express dissent at school. It was not until 1969 that the Supreme Court would recognize the First Amendment rights of students in the landmark Tinker v. Des Moines case. A series of students’ rights lawsuits in the desegregation era challenged everything from school curricula to disciplinary policies. But in casting students as “troublemakers” or as “culturally deficient,” school authorities and other experts persuaded the courts to set limits on rights protections that made students of color disproportionately vulnerable to suspension and expulsion. Troublemakers traces the history of black and Chicano student protests from small-town Mississippi to metropolitan Denver and beyond, showcasing the stories of individual protesters and demonstrating how their actions contributed to the eventual recognition of the constitutional rights of all students. Offering a fresh interpretation of this pivotal era, Troublemakers shows that when black and Chicano teenagers challenged racial discrimination in American public schools, they helped remake American constitutional law and establish protections of free speech, due process, equal protection, and privacy for students.

Book excerpt: The story of activist youth in America is usually framed around the Vietnam War, the counterculture, and college campuses, focusing primarily on college students in the 1960s and 1970s. But a remarkably effective tradition of Black high school student activism in the civil rights era has gone understudied. In 1951, students at R. R. Moton High School in rural Virginia led a student walkout and contacted the law firm of Hill, Martin, and Robinson in Richmond, Virginia, to file one of the five pivotal court cases that comprised the Brown v. Board of Education decision. In 1960, twenty-four Burke High School students in Charleston, South Carolina, organized the first direct action, nonviolent protest in the city at the downtown S. H. Kress department store. Months later in the small town of McComb, Mississippi, an entire high school walked out in protest of the conviction of a student who sat-in on a local Woolworth lunch counter in 1961, guiding the agenda for the historic Freedom Summer campaign of 1964. A New Kind of Youth brings high school activism into greater focus, illustrating how Black youth supported liberatory social and political movements and inspired their elders across the South.
