This landlocked and mountainous country, which has experienced years of drought, possesses limited ability to successfully produce most cash crops. Corruption and a lack of infrastructure make exportation difficult for replacement crops such as wheat or saffron, which can grow in this arid environment. Farmers drowning in debt are forced to plant poppy just to survive. The southwest, which contains the greatest concentration of poppy plants, is controlled by the Taliban. This violent terrorist group is utilizing funds from the sale of opium to support their reign of terror. Recognizing that our supply-side focus in the war on heroin is a failure, a partial change to the demand-side must be examined. Dissemination of information through education would be much less expensive and could prove beneficial. Embarking on a program to utilize Afghan poppy for the licit production of morphine for world wide consumption would aid the country in several ways: First, by improving the economic conditions of the people of Afghanistan; second, by engaging the tribal leaders at the local level to coordinate this program; and, finally, by helping to alleviate the world's growing demand for morphine-based pain medicines.

Stop the flow of drug money, the logic goes, and the insurgency will wither away. But the conventional wisdom is dangerously wrongheaded, as Vanda Felbab-Brown argues in Shooting Up. Counternarcotics campaigns, particularly those focused on eradication, typically fail to bankrupt belligerent groups that rely on the drug trade for financing. Worse, they actually strengthen insurgents by increasing their legitimacy and popular support. Felbab-Brown, a leading expert on drug interdiction efforts and counterinsurgency, draws on interviews and fieldwork in some of the world's most dangerous regions to explain how belligerent groups have become involved in drug trafficking and related activities, including kidnapping, extortion, and smuggling. Shooting Up shows vividly how powerful guerrilla and terrorist organizations — including Peru's Shining Path, the FARC and the paramilitaries in Colombia, and the Taliban in Afghanistan — have learned to exploit illicit markets. In addition, the author explores the interaction between insurgent groups and illicit economies in frequently overlooked settings, such as Northern Ireland, Turkey, and Burma. While aggressive efforts to suppress the drug trade typically backfire, Shooting Up shows that a laissez-faire policy toward illicit crop cultivation can reduce support for the belligerents and, critically, increase cooperation with government intelligence gathering. When combined with interdiction targeting major traffickers, this strategy gives policymakers a better chance of winning both the war against the insurgents and the war on drugs.

The Taliban and other insurgent elements receive up to $500 million of revenue from drug related activities. The current counter narcotics strategy emphasizes the execution of eradication programs coupled with initiatives designed to help farmers develop alternative livelihoods. Unfortunately, the current strategy does not provide any time after eradication effects for farmers to allow alternative livelihood initiatives to develop nor does the strategy address any schemes to deter key traffickers from disrupting counter narcotics efforts. This paper addresses the time problem of the current eradication/alternative livelihood counter narcotics strategy and proposes the creation of a microgrant supported poppy cultivation renouncement program. Finally, the paper suggests that as long as appropriate accountability measures exist, the hiring of key traffickers to help administer and monitor the program will turn a disruptive element into a potential influence of support for Afghan government and coalition efforts.
