Book excerpt: ASFA attempted to create safer environments for maltreated children by moving them through the foster care system as rapidly as possible and incentivizing adoptions when reunification with family was deemed not appropriate. This study utilized a qualitative design, reviewing data from primary and secondary sources that address this legislation. The outcomes, unintended consequences, and implications of ASFA were discussed to assess whether this policy met its goals and the present challenges of the child welfare system.

Download or read book The Adoption and Safe Families Act of 1997 written by Stephanie M. Yip and published by . This book was released on 2011 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this study was to conduct an in-depth analysis of the Adoption and Safe Families Act (ASFA) of 1997. ASFA's aim was to decrease the number of children in foster care as well as their duration of stay by promoting permanency via adoption. A review of the scholarly literature is provided to place ASFA within the historical context of foster care and the child welfare system. The results of this study indicate that while the number of adoptions have increased, so have the number of children waiting to be adopted and who continue to linger in care. ASFA has also created unintended consequences for children and families of color and who are in poverty. Limitations to the study as well as implications for social work policy and practice are discussed.

Download or read book The Adoptions and Safe Families Act of 1997 written by Lesley J. Karnes and published by . This book was released on 2015 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this study was to perform a comprehensive analysis of the Adoption and Safe Families Act (ASFA) of 1997. ASFA aimed to promote permanency for children in the foster care system through the utilization of adoption. By promoting adoption, ASFA hoped to lower the number of children in the foster care system and shorten the length of their stay. A review of academic literature is presented in order to provide an historical context for ASFA's implementation within the child welfare system, and David Gil's framework is utilized in the analysis of ASFA. The outcome of this study reveals that the number of completed adoptions has increased. However, the number of children awaiting adoption continues to be higher than the number of completed adoptions, and children continue to spend long periods of time in out-of-home care. In addition, ASFA has had unintended consequences on parties involved in the child welfare system, particularly families of color.

Book The Adoption and Safe Families Act of 1997

Download or read book The Adoption and Safe Families Act of 1997 written by Veronica Padilla and published by . This book was released on 2013 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this study was to conduct an analysis of the Adoption and Safe Families Act (ASFA) of 1997. ASFA's goal was to decrease the number of children in foster care and the long lengths of stay children were spending in foster care by promoting permanency via adoption for those children who are unable to reunify with their parents. A modified version of David Gil's model and methodology for social policy analysis was utilized to analyze this legislation. The results of this study revealed that while the number of adoptions increased following the enactment of ASFA, the number of children waiting to be adopted also increased. On average, children who have been legally freed for adoption spend 23.6 months in foster care, waiting to be adopted. ASFA has failed to take into account the underlying issues that many families face, such as mental health, substance abuse, and poverty issues, and their impact on the parents' ability to reunify with their children within the set time frames. Intended and unintended consequences, as well as implications for social work policy and practice, are discussed.

Download or read book Adoption and Safe Families Act of 1997 written by Veronica Haro and published by . This book was released on 2011 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this study was to analyze the Adoption and Safe Families Act's (ASFA) impact of defined timelines on parents, foster/adoption system and children. This study evaluated both overt and covert objectives of the time frames set by ASFA. Since the implementation of ASFA, findings have found that more children in foster care have achieved permanency through adoption. There is a quick turnaround of termination of parental rights due to set time frames for reunification. ASFA's goal of permanency by limiting time frames of reunification has created difficulties for parents to reunify with their children; in turn, most children who are not adopted are left to linger in the foster care system. Differences in circumstances of each family and children in foster care should be considered when implementing time frames. These families often need time to resolve the issues that brought them into the child welfare system.

Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this thesis was to complete a policy analysis of the Adoptions and Safe Families Act (ASFA) of 1997, a U.S. federal child welfare policy. Such act was analyzed using David Gil's social policy method. The results of this policy analysis reveal that ASFA's intended effects of permanency and shortened time lines for children in out of home care has not been realized, as since the enactment of ASFA, the length of time children remain in foster care has not declined. In addition, since the enactment of ASFA, families have faced greater challenges in reunifying with their children, including inflexible time frames set forth by ASFA, to terminate parental rights. Further, to promote adoption, states are given financial incentives. Implications for social work practice are discussed.

Book Nobody s Children

Download or read book Nobody s Children written by Elizabeth Bartholet and published by Beacon Press. This book was released on 2000-11-17 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nobody's Children is an intense look at child welfare policies on abuse and neglect, foster care, and adoption. Elizabeth Bartholet, one of the nation's leading experts on family law, challenges the accepted orthodoxy that treats children as belonging to their kinship and their racial groups and that locks them into inadequate biological and foster homes. She asks us to apply the lessons learned from the battered women's movement as we look at battered children, and to question why family preservation ideology still reigns supreme when children rather than adult women are involved. Bartholet asks us to take seriously the adoption option. She calls on the entire community to take responsibility for its children, to think of the children at risk of abuse and neglect as belonging to all of us, and to ensure that "Nobody's Children" become treasured members of somebody's family.

Book Policy Analysis of the Adoption and Safe Families Act of 1997

Download or read book Policy Analysis of the Adoption and Safe Families Act of 1997 written by Sandra Jimenez and published by . This book was released on 2011 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The purpose of this thesis was to do a policy analysis of the Adoptions and Safe Families Act of 1997 (ASFA). Relative caregivers do not always receive the same representation and funding that licensed, non-relative, foster caregivers receive for caring for children. Although the Adoptions and Safe Families Act of 1997 proposes equal representation of relative caregivers to regular foster parents, many barriers prevent relative caregivers from receiving the same benefits as licensed foster parents. For this reason, a more in-depth analysis of the ASFA was conducted in this project to better understand the need for support and services for relative caregivers and children. This study utilized David Gil's policy analysis framework as a lens to analyze the ASFA.
