Available in PDF, EPUB and Kindle. Book excerpt: While technology adoption in the workplace has been studied extensively, drivers of adoption in homes have been largely overlooked. This paper presents the results of a nation-wide, two-wave, longitudinal investigation of the factors driving personal computer (PC) adoption in American homes. The findings revealed that the decisions driving adoption and non-adoption were significantly different. Adopters were driven by utilitarian outcomes, hedonic outcomes (i.e., fun), and social outcomes (i.e., status) from adoption. Non-adopters, on the other hand, were influenced primarily by rapid changes in technology and the consequent fear of obsolescence. A second wave of data collection conducted six months after the initial survey indicated an asymmetrical relationship between intent and behavior, with those who did not intent to adopt a PC following more closely with their intent than those who intended to adopt one. We present important implications for research on adoption of technologies in homes and the workplace, and also discuss challenges facing the PC industry.

Our adoption results suggest that exposure to the technology through college, outside employment, friends, and family is ultimately more influential than farmer age and farm size. Notably, about half of those who use the Internet for farm-related business report zero economic benefits from it. Whether a farmer perceives that the Internet generates economic benefits depends primarily on how long the farmer has used the Internet for farm business and for what purposes.

Supported by data from five years of survey and case study research, telecommunications adoption and use is explored in nine sectors of the rural community to determine the influence these organizations and institutions have on telecommunications development within the broader rural community. These sectors include local government, economic development, business, newspapers, library services, health care, university extension to communities, and farming. Also considered are the factors that promote and retard telecommunications development, particularly the impact of telecommunications policy, the availability of state-of-the-art infrastructure and service, and the involvement of telephone companies in local community development. Using a community development framework, this work discusses the physical, financial, human and social capitals necessary for holistic community development and the significance of critical mass, the roles of internal and external networks, as well as vertical and horizontal linkages, and the importance of visionary leadership and the championing of telecommunications. Social Science and telecommunications scholars will appreciate the interdisciplinary approach these case studies represent. In addition, this research is intended to assist local leaders, community service providers, businesses, community officials, and state policy makers in capturing the potential benefits of innovative telecommunications technologies for local economic development, while avoiding potential problems and pitfalls. Essays are organized in three sections. The first presents theory, policy, and issues within a community development framework. The second discusses perspectives and actions of community sectors in their adoption and use of telecommunications. A nationally representative listing exercise preceded the main household survey for the impact assessment. The listing exercise was conducted across 120 rural villages in 29 provinces of Rwanda and was administered to a total of 19,575 households. The aims of the listing exercise were to determine the adoption rate of High Iron Beans (HIBs) and to inform second-stage sampling for the main impact assessment survey that was to follow. This report presents results from the listing exercise.
