Book excerpt: This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.

Per capita agricultural production in subSaharan Africa has fallen, however, for much of the past halfcentury. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across subSaharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. The contributors discuss how the public and private sectors can best coordinate the convergence of both factors. The book starts with a brief guide to what plants and animals need to grow well, how farmers currently use the land, and the research that is being conducted on new agricultural technologies. A comparison is made of productivity on small and large farms, which demonstrates that, contrary to some suggestions, small farmers, properly serviced, can be as productive or even more productive than larger farms. Subsequent chapters discuss issues of land tenure, pastoralism, training, the importance of women farmers, access to finance, markets, value chains, and contract farming as a partnership between small-scale producers, processors and traders in agricultural products. The final section of the book discusses whether a new green revolution is feasible or desirable for Africa. The potential risks and benefits of dependence on purchased agrochemicals, genetically modified varieties, and multinational seed and chemical companies are examined. A series of twelve broad policy proposals for achieving a sustainable agriculture sector is presented for consideration. Fifteen case studies illustrate the issues discussed in the book. Most of the examples are from East Africa, particularly Tanzania, but the principles addressed are relevant across the African continent. Each chapter of the book includes references and suggestions for further reading, most of them freely available to anyone with internet access. A set of essay questions exploring the issues covered in each chapter is included, to provide practical help for students of agriculture and their teachers.

Book excerpt: Achieving sustainable agricultural productivity growth in sub-Saharan Africa remains a major development challenge (Abdul and Abdulai 2022; Magruder 2018).1 Low agricultural productivity in African countries is often attributed to lack of innovation, low adoption of yield-enhancing farm technologies, or both (Walker and Alwang 2015; Anderson and Feder 2004). Several studies show that the challenges to achieving sustainable and higher agricultural productivity arise mainly from market imperfections and frictions affecting the distribution of and access to new technologies and their adoption (Abdul and Abdulai 2022; Magruder 2018; Ragasa and Mazunda 2018; Duflo et al. 2008). In Mozambique, as in many African countries, the majority of rural households are subsistence-oriented and have relatively low levels of both agricultural productivity and market participation (Boughton et al. 2006; Benfica and Tschirley 2012; Benfica et al. 2014). To address these challenges, the Innovation for Agribusiness (InovAgro) project used a market systems development (MSD) approach. InovAgro is funded by the Swiss Agency for Development and Cooperation (SDC) and implemented by Development Alternatives (DAI Europe, Ltd.) in partnership with COWI Mozambique.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores recent experiences in the effort to bring about a Green Revolution in Sub-Saharan Africa (SSA). The chapters focus on rice and maize, which are promising and strategic smallholder crops. Significantly, we find that an African Rice Revolution has already begun in many irrigated areas, using Asian-type modern varieties, chemical fertilizer, and improved management practices. Further, we find that the same technological package significantly increases the productivity and profitability of rice farming in rainfed areas as well. We also find evidence that that management training, when done well, can boost productivity on smallholder farms. This suggests that African governments can accelerate the pace of Africa’s Rice Revolution by strengthening extension capacity. The story for maize is wholly different, where most farmers use local varieties, apply little chemical fertilizer, and obtain very low yields. However, in the highly populated highlands of Kenya, a number of farmers have adopted high-yielding hybrid maize varieties and chemical fertilizer, as was the case in the Asian Green Revolution, apply manure produced by stall-fed cows, as was the case during the British Agricultural Revolution, and keep improved cows or cross-breeds from European cows and local stock, as was the case of the Indian White Revolution. We conclude that while rice in Africa has benefited from an Asian Green Revolution strategy that emphasizes modern seeds, inputs, and focused knowledge transfers, the success of Africa’s Maize Revolution will require a different system approach based on hybrid maize, chemical and organic fertilizers, and stall-fed cross-bred cows.
