The administrative institutions that made the country a superpower turned out to be fragile under Donald Trump’s presidency. Laboring beneath systematic accusations of deep statism, combined with a market oriented federal administration, bureaucratic capacity manifested its decay in the public health and constitutional cataclysms of 2020, denting America’s global leadership and contributing to its own people’s suffering. The authors combine interviews with a historical examination of federal administrative reforms in the backdrop of the recent pandemic and electoral tumult to craft a developmental framework of the ebb and flow of capacity. While reforms, large and small, brought about professionalization and other benefits to federal administration, they also camouflaged a gradual erosion when anti-bureaucratic approaches became entrenched. A sclerotic, brittle condition in the government’s capacity to work efficiently and accountably arose over time, even as administrative power consolidated around the executive. That co-evolutionary dynamic made federal government ripe for the capacity bifurcation, delegitimization, and disinvestment witnessed over the last four years. As the system works out the long-term impacts of such a deconstruction, it also prompts a rethinking of capacity in more durable terms. Calling attention to a more comprehensive appreciation of the dynamics around administrative capacity, this volume argues for Congress, citizens, and the good government community to promote capacity rebuilding initiatives that have resilience at the core. As such, the book will be of interest to citizens, public reformers, civic leaders, scholars and students of public administration, policy, and public affairs.

In all these instances, the bureaucracy was constructed to serve the distorted interests of centralized, unaccountable power. Following the remarkable spread of democracy in the seventies in Iberia, the eighties in much of Latin America, parts of Asia and Africa, and the nineties in the former USSR and the Warsaw Pact countries, the main focus was on reforming the economy and the political institutions. Distinguished scholars concentrate on the inherited bureaucracy--the arm of government with which the people most often have to deal. They highlight the undemocratic, and sometimes antidemocratic, nature of the civil service that is supposed to serve democracy. Others consider the nature of reform as experienced, and as needed, why there is no major policy for real reform of the bureaucracy in many countries, and the similar experience of reforming from the left and the right. Contributors discuss specific experiences as case studies and examine the more general question of what lessons can be learned from this unique perspective into comparative public administration reform. Among the many uncertainties, anxieties and tensions, it is, however, the cumulative challenge of fiscal austerity, demographic developments, and climate change that presents the key test for contemporary states. Debates abound regarding the state's ability to address these and other problems given increasingly dispersed forms of governing and institutional vulnerabilities created by politico-administrative and economic decision-making structures. This volume advances these debates, first, by moving towards a cross-sectoral perspective that takes into account the cumulative nature of the contemporary challenge to governance focusing on the key governance areas of infrastructure, sustainability, social welfare, and social integration; second, by considering innovations that have sought to add problem-solving capacity; and third, by exploring the kind of administrative capacities (delivery, regulatory, coordination, and analytical) required to encourage and sustain innovative problem-solving. This edition introduces a framework for understanding the four administrative capacities that are central to any attempt at problem-solving and how they enable the policy instruments of the state to have their intended effect. It also features chapters that focus on the way in which these capacities have become stretched and how they have been adjusted, given the changing conditions; the way in which different states have addressed particular governance challenges, with particular attention paid to innovation at the level of policy instrument and the required administrative capacities; and, finally, types of governance capacities that lie outside the boundaries of the state.
