The chapters in Part 1 examine the various dimensions of the problem including the concept of interdependence as the goal of services for this population. Part 2 considers meeting the challenges of preparing these adolescents for life after foster care from the perspective of policy and program. Emphasis is placed on the importance of involving biological parents as resources for adolescents and the resources that black foster parents offer to teenagers in their care. Part 3 focuses on practice methods and strategies in work with adolescents and their foster parents. Also discussed are the needs of minority teenagers; problems of maltreatment; discipline; and assessment tools that can measure the independent-living skills of adolescents. Book excerpt: Researchers, practitioners, journalists and politicians increasingly recognise that foster care throughout the world is in a state of crisis. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.

Each year, of the hundreds of thousands of youth in foster care, over 43,000 live in institutional placements. These placements disproportionately impact Black youth, other youth of color, older youth, and pregnant and parenting teens. Due to calls to reckon with longstanding institutionalized racism, the spread of COVID-19 through institutions, concern over the use of forceful restraints, emerging research on trauma, and the recent death of 16 year-old Cornelius Fredericks in a Michigan group home, there is a growing body of research and a movement calling for the reduction or elimination of institutional placements in foster care. Missing from this conversation was a deep, nuanced understanding of the experiences and mental models of young people who have recently lived in these places. This study exists to fill that gap.

Book excerpt: This study examined the individual and interactive influences of children's age of entry into the foster care system and the extent of their placement disruptions on later psychosocial adjustment among 172 newly emancipated youth (66% female, 84.6% ethnic-racial minority). Youth reported on their experiences in the child welfare system and their current externalizing behaviors (i.e., substance use and criminal behaviors) and internalizing problems (i.e., anxiety and depression). Regression analyses revealed significant interactive relations between age of system entry and placement disruption, which were further moderated by youth gender. Males who entered foster care at a later age and experienced a high number of placements evidenced significantly higher levels of substance use problems in young adulthood, but these relations were not significant for females. Criminal behaviors were elevated among foster youth of both genders when they entered foster care at a later age and also experienced a higher amount of placement disruption. There was a main effect of age at entry on anxiety problems with youth who entered foster care later in development reporting higher levels of anxiety; however, neither of age of placement, placement disruption, nor their interaction predicted later depression symptoms. This study was among the first to document the individual and interactive contributions of youth's child welfare experiences on later adjustment. The findings highlight the role of placement disruption as an important (and negative) influence on foster youths' adaptation, especially for males.
