Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 1998 Charles Levine Award for best book on administration and policyDunn focuses on two levers of power in modern democracies, the elected party politician and the professional state bureaucrat, using Australia as his example. Dunn uses interviews with Cabinet ministers, members of their staffs, and department heads of two governments in Australia to see how ministers seek to provide political direction to the bureaucracy. He examines the extent to which they succeed and how their direction is both influenced by and acted on by the departments. Dunn's analysis provides a rare look at high-level relationships between politicians and executive departments in one democratic government and offers insights into issues of accountability and responsibility in democratic governments. His findings, based on his in-depth look at a government that blends many features of both U.S. and British governments, reveal the fundamentals that are necessary to make this key relationship work well and are thus pertinent to public administration in all democracies.

Available in PDF, EPUB and Kindle. Book excerpt: Andrew Podger¿s monograph, The Role of Departmental Secretaries, Personal reflections on the breadth of responsibilities today, is an important contribution to the broader public policy discourse in Australia. Andrew has been, at times, an unflinching commentator on issues of bureaucratic performance, accountability and responsiveness to government. Andrew¿s reflections are drawn from his own experiences within the inner circle of Australian policy-making. In this monograph, he presents a highly nuanced portrait of the role of Commonwealth departmental secretaries. Although a `player¿ himself at key moments in recent policy history, Andrew is a dispassionate and thoughtful observer of events. This is not merely a memoir: this work is rich in analysis and Andrew offers a number of `lessons learned¿ to be heeded (or not) by the present and future generations of policy practitioners.

Book The Cabinet Office and the centre of Government

This book was released on 2010-01-29 with total page 254 pages. Available in PDF, EPUB and Kindle. Book excerpt: The House of Lords Constitution Committee have today published their 4th report of the 2009-10 session on 'The Cabinet Office and the Centre of Government' (HLP 30, ISBN 9780108459320) in which they suggest that power within the cabinet has become increasingly centralised to the Prime Minister and recommend that structures of accountability should be reformed to mirror that change. The Committee expresses support for the principles of collective responsibility but recognise that increasingly the Cabinet Office has become responsible for overseeing the delivery of government policy across departments. They stress that accountability mechanisms within the UK constitution are not set up to reflect this new reality with parliamentary and select committee scrutiny based on individual Ministers reporting to Parliament for activities within their departments. The Committee also considers the role of the Minister for the Cabinet Office, and state that the responsibilities of the post are currently poorly defined. They recommend that the Government reassess the functions of the Minister for the Cabinet Office to ensure that the postholder's responsibilities accurately reflect the strategic role the Cabinet Office plays in delivering government policy. The report goes on to consider the approach taken to changes to the machinery of government and the change in the role and function of the Lord Chancellor which took place during Tony Blair's time as Prime Minister. The Committee states that the process of change involved ’wholly inadequate' consultation both within government and with the senior judiciary, and further states that there was "no justification for failure to consult on these important reforms". The Committee recommends that in future the Cabinet Office should play a formal role in investigating any machinery of government changes, particularly those with constitutional implications.
