Book excerpt: This paper presents a preliminary analysis of the history and dynamics of Aceh's abortive peace process conducted between the Free Aceh Movement (GAM) and the Indonesian government. After surveying the origins and progress of the negotiations, the paper examines the roles played by the main players, the problems encountered along the way, and the achievements that were registered. Currently the peace process has broken down because the two parties have been unable to agree on the fundamental issue dividing them: whether Aceh would become an independent nation or remain an integral part of the Indonesian state. This essay explains the reasons for the failure of the process with the hope that the lessons learned may be of relevance to policymakers, analysts, and others with an interest in the long-term resolution of the Aceh conflict as well as other internal disputes in the region and beyond. It also suggests that the Indonesian government's current resort to a military solution is not only unlikely to resolve the conflict but may ultimately be counterproductive. Eventually a return to negotiations not necessarily with GAM alone will be necessary.

Book excerpt: This book discusses the role of time in peace negotiations and peace processes in the post-Cold War period, making reference to real-world negotiations and using comparative data. Deadlines are increasingly used by mediators to spur deadlocked negotiation processes, under the assumption that fixed time limits tend to favour pragmatism. Yet, little attention is typically paid to the durability of agreements concluded in these conditions, and research in experimental psychology suggests that time pressure can have a negative impact on individual and collective decision-making by reducing each side's ability to deal with complex issues, complex inter-group dynamics and inter-cultural relations. This volume explores this lacuna in current research through a comparative model that includes 68 episodes of negotiation and then, more in detail, in relation to four cases studies - the Bougainville and Casamance peace processes, and the Dayton and Camp David proximity talks. The case studies reveal that in certain conditions low time pressure can impact positively on the durability of agreements by making possible effective intra-rebel agreements before official negotiations, and that time pressure works in proximity talks only when applied to solving circumscribed deadlocks. This book will be of much interest to students of peace processes, conflict resolution, negotiation, diplomacy and international relations in general.

In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.

Civil society?s involvement in peace efforts can improve the chances of a lasting settlement?both in terms of addressing underlying causes and in terms of building a constituency for the concessions needed for a peace agreement. There are limitations to the effectiveness of civil society, however, due both to certain characteristics of these organizations (such as their ideological divisions or their lack of representativeness of the whole Filipino community) and to the inherent nature of civil society (its inability to aggregate interests in order to achieve a wider settlement). In the end, civil society can have an impact in making it politically possible for policy elites to adopt positions other than that of ?victory? (which seems to be the preferred policy stance of the general Christian Philippine citizenry). Through articulation of issues and networking, through activities parallel to the formal peace process, and through their efforts to bridge communal divides, civil society organizations keep alive the prospect for peace in Mindanao that sometimes seems forever elusive.This is the seventeenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. It aims to provide a detailed ideological and organizational ?map? of this organization in order to increase the understanding of its history, motivations, and organizational dynamics. Consequently this paper analyzes GAM?s ideology, aims, internal structure, recruitment, financing, weapons procurement, and its military capacity. The focus of this study is on the recent past, as the fall of Suharto not only allowed the Indonesia government to explore avenues other than force to resolve the Aceh conflict, but also provided GAM with the opportunity to make some changes to its strategy and to transform itself into a genuinely popular movement. It will be argued here that the key to understanding GAM in the post-Suharto era and the movement?s decisions, maneuvers and statements during the three years of intermittent dialogue can be found in the exiled leadership?s strategy of internationalization. Book excerpt: This paper examines the purpose, consequences, and lessons to be drawn from the security operations conducted by Indonesian forces in Aceh since 1990. As the vested interests of the TNI and its emphasis on a military solution have contributed to an escalation of the conflict, it argues that the military requires an exit strategy to be followed by socio-economic reconstruction. The paper is divided into four sections. The first outlines the root causes of the conflict and discusses military operations during the period 1990?98 when Aceh was designated a Military Operations Area (Daerah Operasi Militer; DOM). Security operations in Aceh between the downfall of Suharto?s New Order regime in May 1998 and May 2003, when the government finally decided to impose martial law and launch a full-scale military crackdown in the province are explored in the second section. The third explores the conduct of the counterinsurgency operation during the first six months of martial law in the province. The final section looks at how the government?s failure to consider the wider context of the conflict undermines the relative gains achieved on the military front. While security operations during the 1990s contributed to the aggravation of the problem??due primarily to the failure of Indonesia?s military to protect human rights??the military operation since May 2003 will not end the conflict in Aceh if the government fails to undertake non-military measures to address the root causes of the problem in the province.This is the third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
