Eight separate models for each of the six reserve components include three officer and three enlisted models covering military technicians, full-time personnel, and part-time personnel; a fourth pair contains an aggregate of all three types of personnel. Each personnel inventory projection model incorporates behavioral and nonbehavioral options for projecting force sizes into the future. The models incorporate personnel flow into and out of the force, among the different personnel groups (full-time, military technician, and part-time), and into different year-of-service groups. They can project 14 years or more into the future, using assumptions about end strength or accession levels. The models were built to support a wide range of decisions concerning reserve pay, bonus budgets, recruiting resources, and issues of reserve force growth.

Book excerpt: RAND Project Air Force was tasked with developing a new capability for planners: a retention early warning system (REWS) that alerts policymakers when a subgroup of U.S. Air Force (USAF) military members is at risk for future shortages. The goal of the research project was to develop a forecasting model for retention, operationalized within a prototype decision-support application, that can alert decisionmakers to emerging problems and thus allow them enough time to consider adjusting accession and retention policies before shortages occur. The authors' overall approach to designing the system drew on widely used paradigms for solving data science problems. These paradigms emphasize understanding the business problem, drawing on a wide array of data sources and types, testing several flexible prediction approaches to optimize performance, and operationalizing the information for decisionmaking. To gain an understanding of the data sources that would be desirable for this application, the authors performed an extensive review of the turnover literature and identified gaps in existing USAF data collection efforts.

As such it is both a drawdown and a restructuring. This shift to a more continental U.S.- (CONUS- ) based force could lead to unacceptable long tours in CONUS TDA positions, mismatches between the ranks and skills of assigned personnel, and difficulty in transporting soldiers to obtain required professional development and training. Using a variety of simulation models, the effect of the changing authorization structure on average CONUS time on station the number of rotational moves, and other variables was analyzed. Alternative methods to offset the effects of the change in billet structure, including changes in OCONUS tour lengths, increases in CONUS to CONUS operational moves, and a combination of the two methods were studied. The policies examined to offset potential CONUS stagnation appear more than adequate. For example, a policy of reducing OCONUS tour length by 1 year significantly increases rotational moves and reduces average CONUS time on station, by FY 1998, to below what it would have been had there been no change. Overall, the simulations suggest that the potential problems posed by the change in authorization structure will not be severe and that policies can be adapted to offset any potentially adverse effects."--DTIC.
