Timely and reliable information services are key to improving farmers’ knowledge of strategies to increase agricultural productivity, assisting them in accessing inputs and credit, providing early warning against pests and other shocks, and offering them critical advice on climate action. However, equitable access to knowledge, information, and technology remains challeng ing in most countries. This inequity is even more pronounced among farmers from marginalized groups, including women farmers, resulting in their limited access to climate resilience-enhancing technologies and practices. This note summarizes findings from implementers of participatory video-based extension interventions in India, Kenya, and Uganda. The findings suggest that videos targeting women farmers can reach them effectively. Still, participa tory video-based extension should be accompanied by group discussions, providing complementary inputs, and dismantling other barriers that impede women’s agency and achievements in agriculture.

Book excerpt: Women often have less access to agricultural information than men, constraining their participation in decision-making on crops, technologies, and practices. In the design of agricultural extension programs, women may be viewed as insignificant actors in agricultural production. Moreover, even if their role is recognized, valuable information on production does not flow freely within the household from men to women. Among groups of maize-farming households in eastern Uganda, we explore the impacts on women’s empowerment from the use of gender-responsive information and communication technologies to provide extension services, specifically videos that feature women as information providers. The research tests the relative impact of the videos, contrasting their informational effects versus their role model effects, on women’s knowledge, their agency, and their achievements in farming. The results show that targeting women with information increases their achievements in farming. However, the results for the role-model effects are mixed.

This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.

Book excerpt: Strict lockdown measures implemented in response to the COVID-19 pandemic had extensive impacts on agriculture, and especially on women farmers. These effects were worsened by a lack of reliable and timely access to agricultural extension. This note summarizes findings from panel phone surveys conducted in India and Nepal on the impacts of lockdown measures on women's ability to access agricultural extension services and their perceived impact on agricultural productivity. We find that women's already limited access to formal extension services was further reduced during the pandemic, leading to greater reliance on informal social networks. In both countries, approximately 50 percent of farmers reported negative consequences on productivity due to the unavailability of information during the lockdown. We propose strategies to enhance the inclusivity and resilience of extension systems in India and Nepal in future crises, including through the use of group- and community-based approaches.

Book excerpt: In developed world like the United States that invented cooperative extension services the gender disparity may not be an issue; but it is serious issues in developing countries like Nigeria. Most of the affirmative 30% women in socio-economic-political life are still in principle rather than practice. The same scenario applies to agriculture where women basically form over 90% of the workforce in planting, weeding, harvesting, processing, storage and marketing; yet are marginal groups when it comes to access to basic literacy, agricultural inputs, credit facilities, insurance. They are also highly loaded with domestic work like baby making, baby housekeeping, house chores like cooking, washing, sanitation, husbanding, and attending to domestic needs of immediate and nuclei families. More than 90% of house-helps in all nook and crannies of Nigeria are women. Due to culture and tradition, most of them are not expected to come out during the daytime or exclusively permitted to crawl out at night or to do so both at day and night fully covered from head to toe and sometimes never to mingle themselves with men as in Northern, Nigeria or never to talk or come publicly to air their opinion like in eastern Nigeria. In some areas women are treated like commodities or private good like in eastern Nigeria where their husbands can decide on what to do to them once the bride price has been paid by the man; while in the western part of Nigeria women are treated like public goods where you can marry as many as you can and drop them at any time in what is popularly called "concubine".It is also a pity that women are malnourished and go hungry working in the farms while they are the main producers of the food, since the husbands ration the food to them and their children, especially in rural communities. In some cases the men use ruler and cups to measure the tubers of yam cut-off or given to their wives and children to check the cases of their wives or children coming to pilfer the commodity. In terms of agricultural extension services, this is purely exclusive to some few elites, or their men counterpart that can bribe their way through corrupt government officials, who invariably convert agricultural inputs or subsidies meant for the farmers to their private purse. Most agricultural extension services or programmes especially in southeastern Nigeria is more of "show and tell"; with more seriousness in western and northern Nigeria where FADAMA and irrigation programmes coupled with farm mechanisation has turned farmers around. Anyway, to their domineering male counterpart. In eastern Nigeria where people believe more in survival of the fittest akin for capitalist economies typical of the Igbos. To them, agricultural extension services is meant for tribes that previously depended on hoe for survival like Abakaliki Kingdom; while the Onitsha-Nnewi-Awka Kingdom believe only on money, import and export, backwarding and forwarding and loaded ships in high seas coming from China, Taiwan, Germany, Japan, UK, USA and other first world countries. To eastern Nigerians, agricultural extension services are for "tie-in-the neck", hungry, angry, poor, dejected, rejected and ever protesting and murmuring civil servants that depend on less than one dollar a day for survival of family of ten people, including the hungry and angry wives we are addressing in this book.We cannot expect World Bank, Food and Agricultural Organisation, United Nations Development Programme and other International, and National Stakeholders to continue to spoon-feed us like a baby for eternity in the a land flowing with milk and honey. Natural resources of immense magnitude everywhere, and we are busy chasing rats. A man who chases rats when his house is on fire is an insane man. Nigeria and Nigerians (women, men, children) cannot afford to be insane at over 55 years of independence.Any nation that does not shift from slavery and colonial mentality like China and India is doomed

Book excerpt: This research was undertaken as part of the Women Improving Nutrition through Group-based Strategies (WINGS) study, and was aimed at understanding ways to improve agricultural practices among women farmers in India. Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women’s self-help group platform could be an effective way of improving access to information, women’s empowerment in agriculture, agricultural practices, and production diversity. We use cross-sectional data on close to 1000 women from 5 states in India, and employ nearest-neighbor matching models to match self-help group (SHG) and non-SHG women along a range of observed characteristics. We find that participation in an SHG increases women’s access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women’s domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women’s participation in agriculture to effectively translate knowledge into practice.

In fact, women play a critical role in a wide range of agricultural activities, and as men move into off-farm employment, women's importance to agriculture is growing. The specific needs and problems of women farmers must be addressed in the design and implementation of agricultural projects. This paper provides an overview of women farmers and their production systems, presents a framework for analysis of gender issues, suggests interventions and project components, and sets out guidelines for designing and modifying agricultural service projects.
