A laudable ambition of instructing youth in the pronunciation and delivery of their native language has made English speeches a very conspicuous part of those annual exhibitions of oratory which do them so much credit. This attention to English pronunciation has induced several ingenious men to compile Exercises in Elocution for the use of schools, which have answered very useful purposes; but none, so far as I have seen, have attempted to give us a regular system of Gesture, suited to the wants and capacities of school-boys. Mr. Burgh, in his Art of Speaking, has given us a system of the Passions; and has shown us how they appear in the countenance, and operate on the body; but this system, however useful to people of riper years, is too delicate and complicated to be taught in schools. Indeed, the exact adaptation of the action to the word, and the word to the action, as Shakspeare calls it, is the most difficult part of delivery, and therefore, to say nothing of distracting their attention with two very difficult things at the same time, can never be taught perfectly to children. The committee of the faculty which guided the contestants in the choice of suitable pieces insisted first that the selection must be from the work of a good author; for it held that the amount of time spent by teacher and student in preparation for prize-speaking could hardly be justified if the selections themselves possessed little or no literary merit. The best literature has most fully the latent power to move the hearer, and waits only for the speakers art to become kinetic. Indeed, this power to grip and hold the audience which is native to our great masterpieces may be felt even when the reading is from the silent page. But prose or poetry which makes no strong appeal to our imagination, convictions, or sympathies, but savors of shallow sentimentalism, is not good literature and fails when put to the test before an audience refined in taste and critical in judgment. Despite the deep-seated and perhaps well-founded prejudice among educators against so-called "elocution," it is generally conceded that some sort of training in public speech should be afforded students in the higher institutions of learning, as a preparation for professional life and the duties of citizenship. In the earlier stages of the training of the young speaker, practice in giving expression to another's thought has its value, if directed along right lines. It should be thought adapted for presentation to a present audience, and hence on a subject of present interest. This need has furnished the controlling principle in making the selections herein, culled from a large mass of material. Some "old favorites" are included for purposes of ready reference and class drill; but the selections are for the most part from the productions of writers and speakers of the present generation, and on subjects of present interest and importance. A very large portion of the selections have never before been published in any "Speaker." Some partisan speeches are included, but an effort has been made to give each side an approximately equal representation. While it would be impossible to include in a single volume selections from all the prominent American speakers of to-day, still it is believed that the selections herein are fairly representative, and will furnish suggestive examples in the study of present day oratory. When used for declaiming, most of the selections will not require more than five minutes in delivery; and by the omission of a paragraph or two, when required, they can all be brought within such time limit.
