Arriving as if from nowhere, Abiy Ahmed, a Pentecostal Christian, promised democratic salvation and national unity. For his role brokering a historic peace with neighbouring Eritrea, he received the 2019 Nobel Peace Prize. Hailed at home as a prophet and abroad as a liberal reformer, Abiy was all things to all men. But his democratic revolution wasn't quite what it seemed. Within two years, Ethiopia had lurched into a devastating civil war, threatening state collapse. By 2023, genocidal fighting had killed hundreds of thousands in the northern Tigray region; famine stalked the land; and Ethiopia's once-promising economy lay in tatters. But Abiy had never looked stronger. Based on hundreds of interviews with Ethiopians of all persuasions, and extensive reporting across the country, this book traces the fading hope of Ethiopia's transition, unravelling the paradoxes of an enigmatic world leader. Despite everything, Abiy remains in power, embodying the new Ethiopia in all its contradiction, triumph and tragedy. But his attempt to remould the country in his image almost broke it--and may break it still.

Book excerpt: Radical Arab nationalism emerged in the modern era as a response to European political and cultural domination, culminating in a series of military coups in the mid-20th century in Egypt, Algeria, Syria, Iraq, Yemen, and Libya. This movement heralded the dawn of modern, independent nations that would close the economic, social, scientific, and military gaps with the West while building a unity of Arab nations. But this dream failed. In fact, radical Arab nationalism became a barrier to civil peace and national cohesion, most tragically demonstrated in the case of Syria, for two reasons: 1) national armies militarized nationalism and its political objectives; 2) these nations did not keep pace with the intellectual and political and cultural and social progress of European nations that offered, for example, freedom of speech and thought. It was the failure of radical Arab nationalism, Addi contends, that made the more recent political Islam so popular. But if radical nationalism militarized politics, the Islamists politicized religion. Today, the prevailing medieval interpretation of Islam, defended by the Islamists, prevents these nations from making progress and achieving the kind of social justice that radical Arab nationalism once promised. Will political Islam fail, too? Can nations ruled by political Islam accommodate modernity? Their success or failure, Addi writes, depends upon this question.

Drawing on Ethiopian history, transitional justice, and scholarly fields concerned with memory, museums and trauma, the author reveals a complex picture of global, transnational, national and local forces as they converge in the story of the creation and continued life of one modest museum in the Ethiopian capital, Addis Ababa—the Red Terror Martyrs Memorial Museum. It is a study from multiple margins: neither the case of Ethiopia nor memorialization is central to transitional justice discourse, and within Ethiopia, the history of the Red Terror is sidelined in contemporary politics. From these nested margins, traumatic memory emerges as an ambiguous social and political force. The contributions, meaning and limitations of memory emerge at the point of discrete interactions between memory advocates, survivor-docents and visitors. Memory from the margins is revealed as powerful for how it disrupts, not builds, new forms of community.

Yet at the time, his candidacy raised eyebrows by invoking the prophetic tradition, an element of his legacy that is little studied. In My Brother's Keeper, Mark A. Lempke explores the influence of McGovern's evangelical childhood, Social Gospel worldview, and conscientious Methodism on a campaign that brought antiwar activism into the mainstream. McGovern's candidacy signified a passing of the torch within Christian social justice. He initially allied with the ecumenical movement and the mainline Protestant churches during a time when these institutions worked easily with liberal statesmen. But the senator also galvanized a dynamic movement of evangelicals rooted in the New Left, who would dominate subsequent progressive religious activism as the mainline entered a period of decline. My Brother's Keeper argues for the influential, and often unwitting, role McGovern played in fomenting a Religious Left in 1970s America, a movement that continues to this day. It joins a growing body of scholarship that complicates the dominant narrative of that era's conservative Christianity.

Book excerpt: The growing presence of China in Africa has drawn increasing scholarly and public attention. With Beijing's announcement of the 'going global' policy in the early 2000s and further institutionalization through the Belt and Road Initiative in 2013, Chinese policy banks and state-owned companies have cooperated with African countries to finance and complete multiple infrastructure projects. These projects, despite their 'Chinese-ness,' demonstrate starkly different development trajectories in different countries. Why do some Chinese-financed and constructed projects develop better than others? And what explains the variation in the effectiveness of different African states with regard to public goods delivery? The Railpolitik: Leadership and Agency in Sino-African Infrastructure Development uses three case studies of Chinese-financed and constructed rail projects to explore the broader phenomenon of the fast-progressing relations between China and Africa and to offer insights into African domestic politics. Relying primarily on over 250 in-depth interviews and unpublished documents collected during extensive fieldwork from 2014-2019 in Kenya, Ethiopia, Angola, and China, Yuan Wang traces the trajectories of the Standard Gauge Railway in Kenya, the Addis Ababa-Djibouti Railway in Ethiopia, and the Caminho de Ferro de Benguela in Angola, and finds that African political championship is the central factor that determines the outcomes of this type of project. Contrary to the conventional understanding that centralized political institutions such as those in the developmental states are more conducive to rulers' commitment to developmental projects, the book finds that political championship can be generated from leaders' perceived threats of competitive elections in democratic states such as Kenya. These Chinese-financed and constructed projects coincided with African rulers' strategies for political survival, and are therefore instrumentalized politically to demonstrate rulers' performance legitimacy and to fuel their patronage machine. To date however, the issue of project management has received little attention from the point of view of training. This meeting therefore, sought to increase project management capacity and identify the weaknesses and gaps in knowledge required for better running of the projects. It also aimed to review the broad scope of STI projects and to lay the groundwork for greater mutual sharing of information, collaboration and cooperation amongst project managers. This document discusses the project management process, the project and its relationship with the IDRC, project management needs, project sustainability, and financial administration. A profile of STI projects is included.
