This book examines how Abe has sought a restoration of Japanese primacy at three levels: political, through the restoration of the traditional postwar parliamentary dominance of the LDP; economic, through his signature policy known as “Abenomics,” which aims to restore Japan’s economic prosperity and end decades-long deflationary stagnation; and strategic, in which Abe wishes to restore Japan to a prominent role in regional and international security by reinterpreting and potentially altering or even abolishing Article 9 of the constitution, which would allow greater deployment of the Japanese Self-Defense Forces. This study argues that Abe has achieved overall political dominance, being re-elected in 2014, and has passed controversial legislation allowing Japan to exercise collective self-defense, but it also contends that Abenomics has yet to lift the country out of its long-running deflationary stagnation.

Also examined is the evolution in the role of such actors in Japanese politics as bureaucrats, Liberal Democratic Party (LDP) factions, and backbenchers of the ruling party. Chapters offer multi-dimensional explanations for the preconditions of successful gradual institutional change in political systems, characterized by relatively strong veto players, rigid governmental structures, and numerous unofficial decision-making rules. It is argued that enhancement of the prime minister’s position was implemented through the creative use of pre-existing policy venues, coupled with minor institutional changes in decision-making bodies. Using three illustrated case studies, it is demonstrated how the prime minister managed to centralize the decision-making process: a result of strategic appointment of ministers, empowerment of the Cabinet Secretariat and also taking advantage of wider advisory organs, largely circumventing deliberations on key policies in the ruling party. Seemingly minor changes thus manifested in a major redefinition of decision-making patterns: a result of the long-term perspective of the Abe administration. Book excerpt: Nowhere has there been a discussion of the confusion necessarily generated by the rapidity of the change or of the agony created in the lives of many whose attitudes, expectations, and even success depended on the continuance of now abolished institutions. Historians have ignored the settled conditions of most samurai and instead concentrated on the study of the minority of activist samurai leaders who, with the backing of only a few Han (feudal domains) sought to overthrow the old order and whose success in doing so has made the study of the modernization of Japan the prime concern of historians. The history of the Meiji period may have been an overall political and industrial success story, but for a fuller understanding of the conditions of that success it is also necessary to understand "what it was really like" for the members of the old elite to be estranged from the proponents of revolution and what many members did to assure their own social and psychological position in a world they had not expected. In this book the author attempts to show that the impact of the Meiji Restoration destroyed the meaningfulness of the Confucian doctrine for these declasse samurai. Through Christianity, the samurai attempted to revive their status in society by finding a doctrine that offered a meaningful path to power. But in doing so, they had to accept a new theory of social relations. Ultimately, as the convert's understanding of society became totally informed by the Christian doctrine, they accepted a transcendent authority that brought them into conflict with society about them. Therefore, to understand the development of a Christian opposition in Meiji society we must begin with the conversion experience itself. [intro]
