Book excerpt: With the fall of the Soviet Union in 1991, former Communist Party leaders in Central Asia were faced with the daunting task of building states where they previously had not existed: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Their task was complicated by the institutional and ideological legacy of the Soviet system as well as by a more actively engaged international community. These nascent states inherited a set of institutions that included bloated bureaucracies, centralized economic planning, and patronage networks. Some of these institutions survived, others have mutated, and new institutions have been created. Experts on Central Asia here examine the emerging relationship between state actors and social forces in the region. Through the prism of local institutions, the authors reassess both our understanding of Central Asia and of the state-building process more broadly. They scrutinize a wide array of institutional actors, ranging from regional governments and neighborhood committees to transnational and non-governmental organizations. With original empirical research and theoretical insight, the volume's contributors illuminate an obscure but resource-rich and strategically significant region.

In Business and Environmental Policy, a team of distinguished scholars systematically analyzes corporate influence at all stages of the policy process, focusing on the factors that determine the success or failure of business lobbying in Congress, state legislatures, local governments, federal and state agencies, and the courts. Book excerpt: The turbulent year of 2011 has brought the appearance of mass popular unrest and the collapse of long lived autocratic regimes in Egypt, Tunisia, Libya and possibly Syria. The sudden and unanticipated fall of these regimes – often thought of as exemplars of authoritarian resilience - has brought much of the conventional wisdom on the durability and vulnerability of nondemocratic regimes into question. This book seeks to advance the existing literature by treating the autocratic state not as a unitary actor characterized by strength or weakness but rather as a structure or terrain that can alternatively inhibit or facilitate the appearance of national level forms of protests. In the mode of the Arab Spring, the color revolutions of the former Soviet Union, and the people power movement of the Philippines, such movements overcome the daunting impediments presented by autocrats, appeal to likeminded counterparts across society, and overwhelm the ability of regimes to maintain order. Conversely, in other settings, such as contemporary China, decentralized state structures provide an inhospitable environment for national-level protest, leading collective actors to opt for more local and parochial forms of contention. This outcome produces paradoxical situations, such as in the PRC, where protests are frequent but national-level mobilization and coordination is absent.

Book excerpt: The 2nd International Symposium on Hydrotreatment and Hydrocracking of Oil Fractions, which is also the 7th in the series of European Workshops on Hydrotreatment, took place in Antwerpen, Belgium from November 14 to 17. The Symposium emphasized how oil refining faces increasingly severe environmental regulations. These and the increasing application of heavier crudes containing more S-, N- and metal components call for more efficient hydrotreatment and hydrocracking processes. It is clear from the keynote lectures, the oral contributions and the posters of this meeting that adapting the operating conditions will not suffice. Adequate catalysts need to be developed, with different composition and structure. Surface science techniques and molecular modeling are now well established tools for such a development. They should be of help in widely different aspects, like the role of precursors in the preparation or the modifications undergone by the catalyst under reaction conditions. The improvement of hydrotreatment and hydrocracking also needs accurate modeling of the chemical reactor. This requires more representative hydrodynamics and kinetic models whose validity extends to the very low S- and N-contents. These areas should be vigorously developed.

The impact of high oil prices is felt in every country, whether developed or developing, and has brought to world attention the fact that not only are petroleum resources in limited supply and exhaustible but also that substitutes cannot be found easily or quickly. In a world faced with the certainty of declining supplies of petroleum there is widespread interest and concern among all the oil producing countries to evaluate the extent of their petroleum resources and to examine more closely the problems of their development, rates of depletion and methods of conservation. The present work reviews some of the above issues and problems in relation to Indonesia, an OPEC member, and the major oil producing country in South-East Asia. More specifically, it seeks to provide the reader with an overview of the petroleum resources of the country their nature, extent, distribution as well as the problems of their development.
