Held in Vienna between 21-25 March, the Commission would be the first for the new Executive Director of the United Nations Office on Drugs and Crime (UNODC), Mr. Yury Fedotov. It was also the first meeting since several states had objected to Bolivia's proposed coca related amendment to the Single Convention on Narcotic Drugs. Furthermore, 2011 marks the 50th anniversary of the Convention: the bedrock of the current prohibition-oriented international control system. Expectations consequently focused predominantly upon these issues; how, for example, would Mr. Fedotov approach the meeting? Would Bolivia make a statement in regard to its proposal to amend the Single Convention and lift the ban on coca chewing? And, amidst ongoing tensions within the system, to what extent would the delegates dwell upon the anniversary of the Single Convention? Some of these issues were addressed and as is always the case others emerged, or re-emerged, as topics of concern. This report aims to provide the reader with a summary of what happened at the meeting, including at various satellite events, and offers some analysis of the key discussions and debates.

The Forty-sixth WHO ECDD critically reviewed six new psychoactive substances: including two benzodiazepines (bromazolam, flubromazepam), one novel synthetic opioid (butonitazene), two cathinones/stimulants (3-CMC, dipentylone) and one dissociative-type substance (2-fluorodeschloroketamine). A critical review to consider international scheduling measures was undertaken for each substance so that the Expert Committee could consider whether information about these substances may justify the scheduling or a change in scheduling of a substance in the 1961 or 1971 Conventions. In addition, the Forty-sixth ECDD carried out a pre-review of nitrous oxide and carisoprodol to consider whether current information justified a critical review. This report summarizes the findings of the forty-sixth ECDD meeting.

The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

The War on Drugs in Tanzania: Prohibition and Punishment examines the impact of crackdowns on people who use drugs and the impact of policy changes that curtail progressive and humane approaches to improving services for drug users. Degenstein explores how the Tanzanian government sidelined donors and NGOs, undertook a project that directly impinged on human rights, and produced narratives contributing to a global war on drugs. Using the case study of Tanzania, Degenstein draws out larger lessons on the continued international commitment to the war on drugs, how old ideologies that see drug users as criminals and failures continue to be produced, and how the war on drugs erases the perspectives of drug users themselves. Challenging conventional thinking in defense and security sectors, Transforming the War on Drugs constitutes the first comprehensive and systematic effort to theoretically, conceptually, and empirically investigate the impacts of the war on drugs. The contributors trace the consequences of the war on drugs across vulnerable regions, including South America and Central America, West Africa, the Middle East and the Golden Crescent, the Golden Triangle, and Russia. It demonstrates that these consequences are 'glocal'. The war's local impacts on human rights, security, development, and public health are interdependent with transnational illicit flows. The book further reveals how these impacts have influenced the positions of governments across these regions, with significant ramifications for the international drug control regime. Crucially, it shows that, at a time when global order is in flux, critically evaluating the regime's securitization through the war on drugs provides key insights into other global governance realms.
