Book excerpt: In 2000 world leaders established the Millennium Development Goals (MDGs), a set of global targets seeking to reduce poverty and promote development. The Department for International Development (DFID) has made the MDGs a central strategic objective. There has been notable progress towards reaching several Goals, including those focusing on child mortality and primary education. However, the Goals seeking improved gender equality and maternal health, amongst others, are seriously off-track. This report focuses on a UN Summit (20-22 September 2010) held to review progress achieving MDGs five years before the 2015 deadline. Achievement of the Goals depends on two factors namely it is vital that both donor and developing countries fulfil their promises - there are a number of off track goals demonstrates that much greater commitment is needed by a number of developing country governments. Secondly, multilateral organisations, notably the UN, must work as efficiently as possible to support improved health, education and other basic services in developing countries. The DFID must continue to press for better co-ordination and the amount of funding it provides should be related to success in achieving improvements. The DFID should also engage in planning for a new international framework to replace the MDGs after 2015. A review of the effectiveness of the MDGs should be carried out to assess whether this framework represents the best approach to facilitating development before a new set of targets is agreed for the post-2015 framework. This new framework shouldinclude a greater focus on: reaching the most vulnerable people and the very poorest; giving higher priority to climate change, biodiversity and the environment; and addressing population growth.

This year’s Global Monitoring Report, The MDGs after the Crisis, examines the impact of the worst recession since the Great Depression on poverty and human development outcomes in developing countries. Although the recovery is under way, the impact of the crisis will be lasting and immeasurable. The impressive precrisis progress in poverty reduction will slow, particularly in low-income countries in Africa. No household in developing countries is immune. Gaps will persist to 2020. In 2015, 20 million more people in Sub-Saharan Africa will be in extreme poverty and 53 million more people globally. Even households above the $1.25-a-day poverty line in higher-income developing countries are coping by buying cheaper food, delaying other purchases, reducing visits to doctors, working longer hours, or taking multiple jobs. The crisis will also have serious costs on human development indicators: • 1.2 million more children under age five and 265,000 more infants will die between 2009 and 2015. • 350,000 more students will not complete primary education in 2015. • 100 million fewer people will have access to safe drinking water in 2015 because of the crisis. History tells us that if we let the recovery slide and allow the crisis to lead to widespread domestic policy failures and institutional breakdowns in poor countries, the negative impact on human development outcomes, especially on children and women, will be disastrous. The international financial institutions and international community responded strongly and quickly to the crisis, but more is needed to sustain the recovery and regain the momentum in achieving the Millennium Development Goals (MDGs). Developing countries will also need to implement significant policy reforms and strengthen institutions to improve the efficiency of service delivery in the face of fiscal constraints. Unlike previous crises, however, this one was not caused by domestic policy failure in developing countries. So better development outcomes will also hinge on a rapid global economic recovery that improves export conditions, terms-oftrade, and affordable capital flows—as well as meeting aid commitments to low-income countries. Global Monitoring Report 2010, seventh in this annual series, is prepared jointly by the World Bank and the International Monetary Fund. It provides a development perspective on the global economic crisis and assesses the impact on developing countries—their growth, poverty reduction, and other MDGs. Finally, it sets out priorities for policy responses, both by developing countries and by the international community.

They adopted the Millennium Declaration, which set out a vision for inclusive and sustainable globalization (UN 2000 (A/RES/55/2)). The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To actualise this declaration, the UN established eight Millennium Development Goals (MDGs) to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the past 14 years thereafter, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target. This book brings together results of studies on progresses and challenges in the implementation of the MDGs in Lesotho, Kenya, Botswana, Madagascar, Tanzania, Ghana, Uganda and Nigeria. Book excerpt: This report cautiously welcomes DFID's increased contributions to the World Bank development programme, but calls for greater Parliamentary scrutiny of its spending and warns that the Bank must be reformed. It calls for: a more open process for selecting the current President's successor; a more equitable allocation of voting shares for developing countries; the Bank's main watchdog, the Independent Evaluation Group, to be strengthened; the promotion of girls' education to be made an early priority; more support to improve the financial viability of renewable energy. The Government must give MPs the chance to fully debate the key decisions taken by the Bank given the large sums of money being donated by Britain. In December the Government announced that its contribution to the International Development Association (IDA) - the aid arm of the World Bank - would increase to an average of £888 million a year for each of the three years (a total of £2.7 billion) in its sixteenth programme. The UK should use its role as one of the largest contributors to the International Development Association to ensure that a robust system is put in place to evaluate the performance of the President during his or her tenure.

Book excerpt: The Independent Commission on Aid Impact (ICAI) is an independent commission which reports to the House of Commons International Development Committee, not to the Department for International Development (DFID). The Committee ensures its accountability to Parliament in two main ways: through a sub-Committee, which takes evidence on the reports published by ICAI; and through an inquiry each year carried out by the full Committee into ICAI's Annual Report. 2013-14 has been a busy year for ICAI, with 12 reports published on a wide range of DFID's activities. ICAI's Annual Report contained three headline findings for DFID this year. Firstly, tighter management of multilateral partners is needed. Secondly, DFID needs to continue to improve its aid programme management capacity, especially where contractors are implementing programmes. Thirdly, DFID's corporate results agenda - and in particular its use of 'reach indicators' - is distorting programming choices. The Committee shares ICAI's concerns on these issues and intend to follow up its recommendations in two forthcoming inquiries this autumn: Beyond Aid; and DFID's Departmental Annual Report 2013-14. DFID spends a large amount of money - at least £200 million - on self-evaluation. However, it cannot provide an exact total. The Committee question this large expenditure, especially given that an ICAI evaluation recently found that DFID staff struggle to use self-evaluation material in their work. The contracts of the current ICAI commissioners, contractor consortium and staff all end in May 2015. While staff contracts may be renewed, new commissioners and contractors must be recruited. Planning is underway for the transition to the next phase of ICAI: all possible efforts must be made to ensure this goes as smoothly as possible.

Book excerpt: Humanitarian relief to the Middle East is critical to long term stability in the region so the UK can be proud that it has already committed £600 million in humanitarian assistance to the grave refugee crisis that has arisen from the Syrian civil war and is currently the second-largest bilateral donor to that relief effort. It is lamentable that some other European nations have so manifestly failed to pull their weight in the Syrian refugee crisis and the UK should do more to secure significant contributions from other large EU nations. The overwhelming emphasis of UK funded humanitarian relief should be to help refugees remain in their own region, so that they have the potential to return home when this becomes possible. The bulk of humanitarian effort in the region should shift away from a focus on refugee camps to providing support for the majority of Syrian refugees who are currently residing in towns and villages in Lebanon or Jordan. This is something many donors remain reluctant to do; the UK must lead the way. To that end the DFID should use national plans as the basis for its assistance to Lebanon and Jordan, as well as launching a medium-term development programme in Jordan. A clear priority must be given to the urgent provision of education for Syrian refugee children to avoid the risk of a lost generation. The Committee also calls on DFID to become far more transparent about how much contingency funding it sets aside for responses to new humanitarian crises going forward.
