Little international attention is given, however, to the ways in which disability is discussed and addressed in specific countries in Africa. Little is known also about the ways in which persons with disabilities have advocated for themselves over the past one hundred years and how their needs were or were not met in locations across the continent. Kenya has been on the forefront of disability activism and disability rights since the middle of the twentieth century. The country was among the first African states to create a legal framework addressing the rights of persons with disabilities, namely the Persons with Disabilities Act of 2003. Kenya, however, has a much longer history of institutions and organizations that are dedicated to addressing the specific needs of persons with disabilities, and substantial developments have occurred since the introduction of the legal framework in 2003. Disability and Social Justice in Kenya: Scholars, Policymakers, and Activists in Conversation is the first interdisciplinary and multivocal study of its kind to review achievements and challenges related to the situation of persons with disabilities in Kenya today, in light of the country’s longer history of disability and the wide range of local practices and institutions. It brings together scholars, activists, and policymakers who comment on topics including education, the role of activism, the legal framework, culture, the impact of the media, and the importance of families and the community.

Regardless of culture or context, persons with disabilities are almost always pushed to the bottom of the social hierarchy. With the advent of the Convention on the Rights of Persons with Disabilities (2006), disability human rights seemingly provided a path forward for tearing down ableist social hierarchies and ensuring that all persons with disabilities everywhere were treated equally. Despite important progress, the disability human rights project not only remains incomplete, but has often created new hierarchies among persons with disabilities themselves or across the human rights it promotes. Certain groups of persons with disabilities have gained new voices while others remain silenced and certain rights are prioritized over others depending on what states, international organizations, or advocates want rather than what those on the ground need most. This volume was inspired both by the continued need to expose human rights violations against persons with disabilities, but to also explore the nuanced role that hierarchies play in the spread, implementation, and protection of disability human rights. The enjoyment of human rights is not equal nor is the recognition of specific individuals and groups’ rights. In order to change this situation, inequalities across the disability human rights movement must be explored. Divided into five parts: Who counts as disabled? Political, social, and cultural context Which rights on top, whose rights on bottom? Pushed to the periphery in the disability rights movement Representations of disability and comprised of 34 newly-written chapters including case-studies from the Anglophone Caribbean, Bangladesh, Bosnia-Herzegovina, China, Ghana, Haiti, Hungary, India, Israel, Kenya, Latin America, Poland, Russia, Scotland, Serbia and South Africa, and other countries, this book will be of interest to all scholars and students of disability studies, sociology, human rights law and social policy.

It does so within the context of the UN Convention on the Rights of Persons with Disabilities. The volume includes a description of the development and testing of a short set of questions for Censuses, now used in approximately 29 countries and recommended in the U.N.’s Principles and Recommendations for Population and Housing Censuses: The 2020 Round, which includes disability as a core topic to be collected in censuses. It discusses the experiences of several countries on the use of the WG questions and how this has impacted on national agendas in the area of disability. It follows the development and testing of an extended set of questions for use in national surveys other than censuses and examines the challenges of translation and the importance of generating comparable question sets in different languages and within different cultures. It studies the examination of cognitive testing techniques in a variety of countries, and presents the results of the first round of censuses in 2010 in countries using the six question set. The volume includes discussions of the new development of question modules on a broad range of child disability and functioning, and the environmental contexts of participation that are part of the current work of the WG. In addition, it contains a reflection on the use of the WG’s functionality approach to identifying disabilities by humanitarian agencies to identify disabilities in populations of displaced persons. Housing is becoming increasingly important to health in light of urban growth, ageing populations and climate change. The WHO Housing and health guidelines bring together the most recent evidence to provide practical recommendations to reduce the health burden due to unsafe and substandard housing. Based on newly commissioned systematic reviews, the guidelines provide recommendations relevant to inadequate living space (crowding), low and high indoor temperatures, injury hazards in the home, and accessibility of housing for people with functional impairments. In addition, the guidelines identify and summarize existing WHO guidelines and recommendations related to housing, with respect to water quality, air quality, neighbourhood noise, asbestos, lead, tobacco smoke and radon. The guidelines take a comprehensive, intersectoral perspective on the issue of housing and health and highlight co-benefits of interventions addressing several risk factors at the same time. The WHO Housing and health guidelines aim at informing housing policies and regulations at the national, regional and local level and are further relevant in the daily activities of implementing actors who are directly involved in the construction, maintenance and demolition of housing in ways that influence human health and safety. The guidelines therefore emphasize the importance of collaboration between the health and other sectors and joint efforts across all government levels to promote healthy housing. The guidelines' implementation at country-level will in particular contribute to the achievement of the Sustainable Development Goals on health (SDG 3) and sustainable cities (SDG 11). WHO will support Member States in adapting the guidelines to national contexts and priorities to ensure safe and healthy housing for all.
