Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.

The consequences, however, may be more consequential than just a temporary low in the international political climate. The Bush Doctrine "[...] affirms the legitimacy of an American preventive strike and emphasizes the notion that 'If you are not with us, you are against us.' U.S. foreign policy, therefore, is [...] about shedding the multilateralism favored by the Clinton administration and pursuing a more active, unilateral approach" (Glazov 2002, 1). In the following, I intend to analyze what consequences the U.S. foreign policy issued in the 2002 NSS has on America itself and on the international community in general In particular, I will deal with the definition of prevention and preemption and the Administration's unilateral approach towards global politics. To many, the doctrine of preemptive selfdefense seemed to challenge the legal and political foundations of the post-World War II international order. Some saw in the US stated reliance on preemption a direct threat to the international system embodied in the UN Charter. The prima facie case that the US position was novel and even dangerous appeared persuasive. This thesis attempts to assess the exceptionality of NSS 2002 in its formulation and implications. This question of exceptionality is broadly divided into two sections. The first section deals with internal exceptionality, in terms of means (the deliberation and drafting processes) and ends (the US defense posture). The second section deals with external exceptionality in the broader terms of possible consequences outside the US. Section One begins by establishing the grounds for looking into the formulation of NSS 2002, and provides the background for that Strategy's mandated precursors. After exploring how National Security Strategy documents are conceived and framed, Section One discusses the Strategy as it was published, and examines a sampling of contemporaneous reactions to its publication. Section Two concentrates on the second part of the research question, and utilizes a thematic approach - in terms of the use of force, the international security environment, and international law. Possible consequences of the proposed US response to contemporary security challenges are considered in these three key areas.

Book excerpt: In this paper, Michael Schmitt explores the legality of the attacks against Al Qaeda and the Taliban under the "jus ad bellum," that component of international law that governs when a State may resort to force as an instrument of national policy. Although States have conducted military counterterrorist operations in the past, the scale and scope of Operation Enduring Freedom may signal a sea change in strategies to defend against terrorism. This paper explores the normative limit on counterterrorist operations. Specifically, under what circumstances can a victim State react forcibly to an act of terrorism? Against whom? When? With what degree of severity? And for how long? The author contends that the attacks against Al Qaeda were legitimate exercises of the rights of individual and collective defense. They were necessary and proportional, and once the Taliban refused to comply with U.S. and United Nations demands to turn over the terrorists located in Afghanistan, it was legally appropriate for coalition forces to enter the country for the purpose of ending the ongoing Al Qaeda terrorist campaign. However, the attacks on the Taliban were less well grounded in traditional understandings of international law. Although the Taliban were clearly in violation of their legal obligation not to allow their territory to be used as a terrorist sanctuary, the author suggests that the degree and nature of the relationship between the Taliban and Al Qaeda may not have been such that the September 11 attacks could be attributed to the Taliban, thereby disallowing strikes against them in self-defense under traditional understandings of international law. Were the attacks, therefore, illegal? Not necessarily. Over the past half-century the international community's understanding of the international law governing the use of force by States has been continuously evolving. Second, which law-creating effects do these doctrines have? Furthermore, the legal nature of these doctrines remains uncertain. These matters are examined, beginning with the Monroe Doctrine of 1823 and taking into account the Stimson Doctrine of 1932, the doctrines of the Cold-War period and the Bush Doctrine of 2002. The Bush Doctrine in particular has generated controversies concerning its compatibility with Article 51 of the UN Charter, due to its principle of preventive self-defence.
