Puerto Rico has been a US territory since 1898, and Puerto Ricans are American citizens since 1917. Because of the current territorial status, American citizens of Puerto Rico don't have voting representation in Congress and can't participate in the election of the President of the US. In 2012, after three failed plebiscites, the people of Puerto Rico gave a clear message to change their current status and seek admission as the 51st state. The plebiscite contained two questions. The 1st question asked voters to decide if they wanted to keep the current territorial status. 54%% voted against the current status. The 2nd question asked voters to choose a non territorial option between Statehood, Independence and Free Association. 61%% voted for Statehood. Now is the time for Congress to act, and approve enabling legislation to make Puerto Rico state 51 of the USA.

It provides a short and concise description of Puerto Rico's political status, its current relationship with the United States, and the possible future direction of that relationship. The reader will find a brief history of Puerto Rico's development from Spanish control to U.S. control. The research includes data and analysis from the 1967 and 1993 plebiscites (nonbinding on the U.S. Congress) and gubernatorial elections from 1948 to 1996, as well as electoral data from the city of Humacao for a case study. A proposal is before the U.S. Congress to hold another plebiscite in 1998 that would be binding on Congress. Chapter 4 presents a case study that suggests a possible winning outcome of the proposed 1998 plebiscite.

In the 1990's residents voted in plebiscites to answer what has become known as the Puerto Rican question: Should Puerto Rico become a new U.S. state, an autonomous commonwealth, or an independent nation? In 1993, "commonwealth" and "statehood" received almost 50 percent each. In 1998, however, 50.3 percent of voters chose "None of the above." By analyzing these outcomes through frameworks of economics, ideological nationalisms, and moral politics, I argue that nationalism is important in every option and is manifested in the metaphor of political status as family composition.
