Book excerpt: Excerpt from Feed Situation: August 1963 If prospects continue favorable for the 1963 cr0ps, feed grain prices are expected to decline seasonally during the next 2 or 3 months. Based on current prospects, feed grain prices this fall and winter may average near the 1962-63 level. Price supports for 1963-cr0p feed grains were increased a little from 1962 levels; but part of the price support this year will be in the form of a cash payment, and the loan rate will be lower than in l962-for corn down from to per bushel. Government sales of feed grains, however, will not be below the loan rates in 1963-6h as was the case the past 2 years. The effect of lower loan rates on prices in 1963-6h is expected to be about offset 'by the smaller sales by CCC. Ou July 18 the U. S. Department of Agriculture announced the major provisions of the l96h voluntary feed grain program. In many respects, the program will be similar to the 1963 program, Total price support levels are the same as in 1963, but loan rates are slightly higher and the price support payments slightly lower. The Act provides fbr'an.acreage diversion program similar to that under the 1963 Feed Grain Program with the maximum diversion raised from to percent to 50 percent of the base. Farmers diverting over no percent of their base would receive an acreage diversion payment based on 50 percent of the normal production of all acreage diverted times the county support price. The Act authorized the Secretary to provide for the substitution of wheat acreage for feed grains or feed grains for wheat acreage. This provision, however, was not adopted since it was concluded that in 196k the complexities of this provision would outweigh any advantages that might result in limited areas. The Secretary also announced that melting barley acreage would not be excluded from requirements of the program. Hay prices are about 10 percent higher this fall than last and are expected to average somewhat higher for the 1963-64 feeding year. The Feed Grain Program for 1963 and 1964 is a continuation of the voluntary-type program in effect for 1961 and 1962. A major change in the program was in the price supports, which this year will be made up of loan rates and per bushel payments based on normal production. For corn, the 1963 support level is per bushel, including a loan rate of and a payment-in-kind of The participant must again divert at least 20 per cent of the base acreage for which he will receive a payment based on 20 per cent of his normal production valued at the county support rate. For the acreage above 20 percent, the payment is based on 50 percent of his normal production. CCC sale prices for feed grains sold against 1963 certificates will be based on the loan rate, plus carrying charges, whereas in 1961 and 1962 the 000 sold large quantities of feed grains substantially below the loan rates. Because of these changes, 1963-64 price support activity and 000 sales probably will be substantially less than in 1962-63.
