That is the issue that caught my imagination and attracted me to teach and research in Thailand in 1964 and it has caught my constant attention over the years to the processes that were applied to help that nation develop. the International Bank for Reconstruction and Development (World Bank) financing of the Bhumipol (Yanhee) Dam at Tak in Northwest Thailand as a study of how corruption can be eliminated in development is to vital a testament of "how to control corruption" that it must be told! Yes, it is possible to eliminate corruption! But it takes patience and determination on the part of the financing agency and administrators! It takes time! Yet once achieved the citizens have pride in its integrity! By 1972-3 Thailand had developed more than a dozen colleges and universities and finally the Ministry of Education permitted the establishment of a private college with the founding of Bangkok College. discussions began for the founding of a Christian college and in 1974 Payap college was founded in Chiang Mai with 204 students. Private colleges operated as tuition charging institutions and manages to grow rapidly. In 1985 Payap College was able to meet the requirement of the Ministry for certification as the first private University in Thailand. Today that Payap University enrolls nearly 8,000 students in more than 24 different degree programs. As these processes of development and educational advancement have been going on in Thailand political development has also been maturing. Where since 1932, Thailand has been known as a "Land of the Coups" there has been change when for example a prime minister has decided to "resign" rather than waiting to be couped; and after a particularly violent coup in 1991, the coupmakers are shown on TV in the monarch's presence. Generals do not enjoy being embarrassed and are now significantly more restrained. When an election can be peacefully conducted and a woman elected prime minister, politics has made real progress! Even so, as Thailand floods, the political infighting is becoming vicious and we hold our breath and pray that the generals restrain!

By the 1980s it had become the fastest growing large economy in the world and, in the process, made the transformation from a low-income to a middle-income economy. Fast forward to 2010 and Thailand had climbed yet another rung in the development ladder to become, according to World Bank criteria, an upper middle-income economy. Throughout this period of economic and social transformation, contrary to historical experience and theoretical models, one thing has remained constant: the central role of Thai smallholder farming. This conundrum—the persistence of the smallholder in a time of extraordinary change—lies at the heart of this book. In More than Rural author Jonathan Rigg explores how people in the countryside have adapted to their changing world, the new opportunities available, and the consequences for rural life and living. The Thai government has successfully “developed” the countryside, but with unexpected results. New household forms have emerged, women have become mobile in a manner few expected, and relations between rural and urban have changed. Yet the smallholder has persisted, and Rigg’s attempts to understand why offer a fresh perspective on Thailand’s development. Setting aside the urban, industrial point of view that we so often privilege, Rigg asks different questions about Thailand’s development. What if, he wonders, the present changes are not simply way stations, transitions to the main act of urbanization? What if they represent a new form of rural livelihood? Rigg’s thoughtful, nuanced approach to agrarian change—viewing the countryside as more than agriculture, the rural as more than the countryside, and rural people as more than farmers—offers insights into Thailand’s wider transformations (class identities, intergenerational relations), its political impasse, and more. Book excerpt: Despite competing with much larger imperialist neighbors in Southeast Asia, the Kingdom of Thailand—or Siam, as it was formerly known—has succeeded in transforming itself into a rival modern nation-state over the last two centuries. Recent historiography has placed progress—or lack thereof—toward Western-style liberal democracy at the center of Thailand’s narrative, but that view underestimates the importance of the colonial context. In particular, a long-standing relationship with China and the existence of a large and important Chinese diaspora within Thailand have shaped development at every stage. As the emerging nation struggled against colonial forces in Southeast Asia, ethnic Chinese entrepreneurs were neither a colonial force against whom Thainess was identified, nor had they been able to fully assimilate into Thai society. Wasana Wongsurawat demonstrates that the Kingdom of Thailand’s transformation into a modern nation-state required the creation of a national identity that justified not only the hegemonic rule of monarchy but also the involvement of the ethnic Chinese entrepreneurial class upon whom it depended. Her revisionist view traces the evolution of this codependent relationship through the twentieth century, as Thailand struggled against colonial forces in Southeast Asia, found itself an ally of Japan in World War II, and reconsidered its relationship with China in the postwar era.

It has especially low labor productivity in agriculture—a sector that employs a much larger share of the population than is typical for a country at Thailand’s level of income. This suggests large potential productivity gains from labor reallocation across sectors, but that process—which made a significant contribution to Thailand’s growth in the past—appears to have stalled lately. This paper establishes these facts and applies a simple model to discuss possible explanations. The reasons include a gap between the skills possessed by rural workers and those required in the modern sectors; the government’s price support programs for several agricultural commodities, particularly rice; and the uniform minimum wage. At the same time, agriculture plays a useful social and economic role as the employer of last resort. The paper makes a number of policy recommendations aimed at facilitating structural transformation in the Thai economy.

This paper describes the development of the Thai broiler industry, documenting its path and reasons behind its success. Focus is particularly placed on the Thai industry’s leader, Charoen Pokphand Group (C.P.), and its business decisions over the years that enabled the company to gain a foothold in the highly competitive international market for chicken meat.
