Coral reef managers and government officials trying to save their valuable national resources have turned to research on coral reefs for help. The research presented in this publication merits a great deal of notice because the output is useful for decision support and training tools in integrated coastal zone management (ICZM). The work on cost-effectiveness analysis has developed integrated economic and ecological models, relying extensively on fuzzy logic procedures to model impacts and effects of interventions within the reef environment. Most such materials, however, would exhibit a marked and ductile inelasticity if the structure were overloaded by accident or by some improbable but naturally occuring phenomeon. Indeed, the very presence of such ductility constitutes an important safety provision for large-scale constructions where human life is at risk. In the comprehensive evaluation of safety in structural design, it is therefore unrealistic not to consider the effects of ductility. The death of Verdier and his wife on August 25, 1989, in a car accident near their country house, was a shock to all of us who were acquainted with them, and was very deeply felt in the mathematics community. We knew of no better way to honor Verdier's memory than to proceed with both the School on Integrable Systems at the C.I.M.P.A. (Centre International de Mathematiques Pures et Appliquees in Nice), and the Conference on the same theme that was to follow it, as he himself had planned them.

Hessen was born a Jewish subject of the Russian Czar in the Ukraine, participated in the October Revolution and was executed in the Soviet Union at the beginning of the purges. Grossmann was born a Jewish subject of the Austro-Hungarian Kaiser in Poland and served as an Austrian of?cer in the First World War; afterwards he was forced to return to Poland and then because of his revolutionary political activities to emigrate to Germany; with the rise to power of the Nazis he had to ?ee to France and then Americawhilehisfamily,whichremainedinEurope,perishedinNaziconcentration camps. Our own acquaintance with the work of these two authors is also indebted to historical context (under incomparably more fortunate circumstances): the revival of Marxist scholarship in Europe in the wake of the student movement and the p- fessionalization of history of science on the Continent. We hope that under the again very different conditions of the early twenty-?rst century these texts will contribute to the further development of a philosophically informed socio-historical approach to the study of science.

Since the surface of a material is the location where any interaction occurs, it is that there the hardest requirements on the material are imposed: to be wear resistant for tools and bearings; to be corrosion resistant for turbine blades and tubes in the petrochemical industry; to be antireflecting for solar cells; to be decorative for architectural panels and to combine several of these properties in other applications. Surface engineering is the general term that incorporates all the techniques by which a surface modification can be accomplished. These techniques include both coating and modification of the surface by ion implantation and laser beam melting. In recent years a continuously growing number of these techniques were developed to the extent that it became more and more difficult to maintain an overlook and to understand which of these highly differentiated techniques might be applied to resolve a given surface engineering problem. A similar development is also occuring for surface characterization techniques. This volume contains contributions from renowned scientists and engineers to the Eurocourse the aim of which was to inform about the various techniques and to give a comprehensive survey of the latest development on this subject.

The author brings to them not only his background of academic distinction, but his experience as a practitioner concerned with major international legal issues. The rule of law in international affairs is a question of perennial concern but it is of greater moment these days for a number of reasons. The active agenda of the Security Council and its relative solidarity creates a paradox. Its increased political power is a source of hope but the modalities of the exercise of power present problems of principle and of legal concern. Another area of concern is the International Court, which has had a successful record since the early eighties and provides one of the guarantees of the maintenance of legality. Recent successes of the Court include the effective resolution of the territorial dispute between Chad and Libya. The general level of compliance with its decisions by States is impressive. Yet its success is matched not by encouragement and enhancement of its facilities but by United Nations financial constraints which hinder its work and, ultimately, may threaten its independence in relation to the political organs of the United Nations.

The original goal is addressed by the chapters in this volume, each of which emphasizes a somewhat different approach and gives field data in one way or another to illustrate the practical useful ness ofthe method. The significance of our relative ignorance of the thermal conductivities of sedimentary rocks, especially shales, in efforts to understand or model sedimentary basin thermal histories and maturation levels is a major thrust of the chapter by Blackwell and Steele. Creaney focuses on variations in kerogen composition in source rocks of different depositional environments and the degree to which these chem- . ically distinct kerogens respond differently to progressive burial heating.
