While previous narratives of Anglo-Iranian relations have focused on the highest diplomatic circles in Tehran, London, Calcutta and St. Petersburg, this book argues that British consuls and political agents made the vast southern borderlands of Iran the real centre of British power and influence during this period. Based on British consular archives from Bushihr, Shiraz, Sistan and Muhammarah, this book reveals that Britain, India and Iran were linked together by discourses of colonial knowledge and patterns of political, military and economic control. It also contextualizes the emergence of Iranian nationalism as well as the failure and collapse of the Qajar state during the Iranian Constitutional Revolution and the First World War.

The role of women has largely been ignored, despite their widespread participation in the Revolution, and existing research on women has mainly focused on their achievements in the realm of women’s rights, which means that other aspects of women’s activism remain un-investigated. The aim of this book is twofold: first, it presents one of the very first studies of women’s resistance strategies and their resistance to consumerism in Iran; second, and in relation to the first objective, it attempts to demonstrate the biased nature of knowledge production in the studies of women in past societies, particularly the role of women in economics. This book therefore explores the public role of women and their efforts to revive Iran’s economy during and after the Constitutional Revolution.

Because of increasing imports, the Qajar government tried to improve domestic glass and ceramic techniques through transfer of technology, (once through direct foreign investment). The reasons for these failed attempts are discussed as well as the development of the import of glass and ceramic products. Over time, there was not only a change in the places of origin of glass and ceramic imports, but also in their volume and composition, which, during the Qajar period, included a large variety of cheap articles for mass consumption. There is an appendix for each chapter giving a market assessment for glass and ceramic production in Iran, written in French by Belgian consultants in 1891. The Belgian assessments offer a detailed chemical analysis of glass and ceramics made in Iran, as well as an inventory of the types of glassware and ceramics made by domestic craftsmen. It concludes with proposals for the establishment of a modern glass and ceramic factory in Iran. This superb body of research will not only be of great interest to Iranian scholars inside and outside the country, but also to everyone interested in the story of glass and ceramics throughout the world.

This book examines the state-sponsored anti-veiling campaigns which swept across wide swathes of the Muslim world in the interwar period, especially in Turkey and the Balkans, Iran, Afghanistan and the Soviet republics of the Caucasus and Central Asia. It shows how veiling was officially discouraged and ridiculed as backward and, although it was rarely banned, veiling was politicized and turned into a rallying-point for a wider opposition. Asking a number of questions about this earlier anti-veiling discourse and the policies flowing from it, and the reactions which it provoked, the book illuminates and contextualizes contemporary debates about gender, Islam and modernism.

The ulama-clerical leaders-who considered themselves responsible for the spiritual welfare of their flock also played an important economic role, in particular, through management of religious endowments. Numerically, however, the most important group was that of the traders and craftsmen, who were organized into guilds and who formed thirty to fifty percent of the urban population. Finally, there were the unskilled, mostly seasonal, laborers. Guilds, Merchants and Ulama analyzes the major functions and characteristics of these groups, and discusses how they each coped with the pressures of the world market to which Iran was increasingly exposed and which resulted in the disappearance of jobs reducing Iran's economic and political independence. After 1870, Iran's economic situation was aggravated by an influx of peasants into the main cities significantly increasing the size of permanent unskilled labor in these cities. Guilds only provided some measure of social and economic benefits and protection to its members but could not prevent major downsizing, which is detailed in a contemporary report included here in translation. Meanwhile, both the merchants and the ulama demanded government action to better protect the country's economy and its independence. To make a bigger fist, the ulama, merchants and reformists mobilized the guilds to support their political ends. As such, the guilds provided the force that powered the political events, which resulted in the Iranian Constitutional Revolution in 1906. The ulama's interference in economic life only made matters worse. They had no grasp of economics, beyond stating that people should not be greedy. And the guilds, despite their visible role during the 1905-06 events, found themselves used, and discarded when they were no longer needed. This created the parameters for major structural change to finally take place after 1925. In Guilds, Merchants, and Ulama Willem Floor provides a detailed analysis of primary source references essential for a better understanding of the socio-economic conditions that led to Iran's push toward modernization in the first quarter of the twentieth century.

Over the Qajar period the region saw significant changes, as competition between Kirmani families rapidly developed commercial cotton and opium production and a world renowned carpet weaving industry, as well as giving strength to radical modernist and nationalist agitation in the years leading up to the 1906 Constitutional Revolution. Kirman and the Qajar Empire explores how these Kirmani local elites mediated political, economic, and social change in their community during the significant transitional period in Iran’s history, from the rise of the Qajar Empire through to World War I. It departs from the prevailing centre-periphery models of economic integration and Qajar provincial history, engaging with key questions over how Iranians participated in reshaping their communities in the context of imperialism and growing transnational connections. With rarely utilized local historical and geographical writings, as well as a range of narrative and archival sources, this book provides new insight into the impact of household factionalism and estate building over four generations in the Kirman region. As well as offering the first academic monograph on modern Kirman, it is also an important case study in local dimensions of modernity. Book excerpt: Until recently, the historiography of Middle Eastern economic elites during the first globalization has ignored the significant role played by Muslim tujjār (big merchant-entrepreneurs). Foreign firms and local minorities were considered the prime agents of economic change and the initiators of economic growth. The 12 studies in this volume show that the Muslim tujjār played a major economic role in various regions of the Middle East during the late nineteenth and early twentieth centuries. Their investments, mainly in commercial agriculture, resulted in economic growth and changed economic structures and social relations in many Middle Eastern communities. They were also involved in political developments, some of which had a dramatic effect on the history of their countries, as for instance in late Qajar Iran. They also played a unique role in the process of cultural change. Although they supported the ʿulamāʾ financially, they also contributed to the establishment of new educational and cultural institutions. The story of the tujjār is unique in the sense that it was the only indigenous elite group in the pre-World War I Middle East to bridge between traditional forces and concepts and Western attitudes and practices. The Thousand and One Borders of Iran analyses travel as a social practice, exploring how diasporas, margins and so-called peripheries are central in the construction of a national identity and thus revealing the complexities of Iranian history and society. Written by a leading anthropologist, it draws upon fieldwork carried out in Iran and Iranian migrant communities across Dubai, Tokyo and Los Angeles from 1998 to 2015. While casting new perspectives on the place of transnational relations in an increasingly globalized world, this work also sheds new light on the evolution of Iranian society, countering the explanation furnished by nationalist ideology that has been reproduced by the Islamic Republic itself. Its unique approach to the analysis of Iranian society through the theme of travel and borders considers the links and even the quarrels between the centre of Iranian society and the periphery, and the foreign elements that have contributed to society’s development. Book excerpt: The birth of a mass consumer society in western Europe has been the subject of much scholarly debate in recent years. In order to come to a further understanding of the issue, this book adopts an analytical approach, paying special attention to the socio-cultural and economic transfers which occur when different commodities are introduced to territories with diverse values and identities. In particular, it examines the role of merchants and their important influence on consumer decisions, describing how they created demand for new necessities in local, national and international markets of the western Mediterranean area. Through a systematic analysis of probate inventories from southern Spain, the study reveals shifts in the patterns of consumption of new goods in urban and rural families, underlining a growing interest in new, exotic and foreign goods. By connecting these local desires, aspirations and choices to a global movement in which human and material capital circulated trans-continentally, broader patterns of consumption are revealed. By observing a southern European society, such as Spain, where the industrialization process was slower than that in Anglo-Saxon territories, the book contributes to the on-going debates about 'industrious revolution' and 'trickle-down' theories and whether both occurred simultaneously or separately. The book also helps identify the socio-economic forces and agents that prompted the stimulus for new consumer aspirations, as well as the cultural consequences that the new modern consumerism brought about.

The author examines what happens if firms and companies participating in the manufacturing and distribution process of a certain product are not organized to a high degree and operate independently. The book begins with an inquiry into the historical environment of Iran’s apparel industry, which has never been stable. It then reveals the specific practices that enable firms to maintain their independent business, and argues that the elastic state of the production and distribution system has worked for the survival of self-reliant member firms. The typical Iranian apparel firm persists in maintaining independent operations regardless of its size, a practice that is inimical to the development of long-lasting business relations with other firms as well as to vertical integration between firms, in all stages from production to distribution. A distinguishing feature of Iran’s apparel industry is that the member firms are barely organized compared with their counterparts in advanced industrialized countries. Despite such a weakly organized system, generally small-scale but self-reliant Iranian firms courageously persist in the face of the market’s difficulties. Superficially, it appears that Iran’s apparel market is being filled with Chinese goods, but the reality is somewhat different. Apparel firms that are currently doing business with China but are ready to terminate it at any time are taking advantage of newly emerging opportunities to ensure the survival of their own businesses. Reopening those businesses for domestic operations remains an ever-present possibility for them.
