Can writing inflect photography (or vice versa) in such a way that neither medium takes precedence? Or are they in constant, inexorable battle with each other? Taking nine case studies from the 1990s French-speaking world (from France, North Africa and the Caribbean), this book attempts to define the interaction between non-fictional written text (caption, essay, fragment, poem) and photographic image. Having considered three categories of 'intermediality' between text and photography - the collaborative, the self-collaborative and the retrospective - the book concludes that the dimensions of their interaction are not simple and two-fold (visuality versus/alongside textuality), but threefold and therefore 'complex'. Thus, the photo-text, as defined here, is concerned as much with orality - the demotic, the popular, the vernacular - as it is with visual and written culture. That text-image collaborations give space to the spoken, spectral traces of human discourse, suggests that the key element of the photo-text is its radical provisionality.

It includes, on the one hand, the Proposal for a European Convention on the protection of minorities, as a reply to the heartfelt need for protection of minorities at the European level. The proposal and its explanatory report appear in the first chapter of the publication. This publication includes, in addition, firstly the report on the protection of minorities at domestic law level which was drawn up within the framework of the Venice Commission and secondly the report concerning the special protection of which minorities can take advantage in States with a Federal or Regional structure. The report in question was established on the basis of replies provided by representatives of several European and non-European States to a questionnaire drawn up by the Commission; the questionnaire, together with the replies, appears in an Appendix to the report. Perusal of the replies given by representatives of different States to the same question allows for a rapid appraisal of the solutions adopted in national laws to identical problems of protection of minorities. Book excerpt: Performance in the Texts of Mallarmé offers a new theory of performance in the poetic and critical texts of Stephane Mallarmé, a theory challenging the prevailing interpretation of his work as epitomizing literary purism and art for art's sake. Following an analytical presentation of the concepts of ritual and performance generally applied, Mary Shaw shows that Mallarmé perceived music, dance, and theater as ideal languages of the body and therefore as ideal forms of ritual through which to supplement and celebrate poetic texts. She focuses on previously unexplored references to supplementary, extratextual performances in four of Mallarmé's major poetic texts—Herodiade, L'après-midi d'un faune, Igitur, and Un coup de des—revealing the consistent formal expression of his original conception of literature's relationship to the performing arts. Shaw then discusses Mallarmé's monumental project, Le Livre, a metaphysical book designed to be performed in a series of ritual celebrations. She analyzes and describes the intrinsic structure and contents of this unfinished work as the fullest realization of the text-performance relationship elaborated throughout Mallarmé's corpus. Shaw offers Le Livre as a prototype of avant-garde performance, drawing important parallels between Mallarmé's literary experimentation and crucial developments in twentieth-century arts.

Book excerpt: In Volume 15 Jefferson, a veteran of the councils of his own country's revolution, becomes an eyewitness of the opening events of the great upheaval in France in 1789. The Archbishop of Bordeaux and his colleagues of the National Assembly ask Jefferson's aid and counsel in drafting a new constitution; he declines in July but gives a private dinner in August for Lafayette and the moderates who wish to form a coalition and thus avoid civil war. He is catapulted into the limelight by Mirabeau's attack on Necker for the shortage of grain and flour. He advises Lafayette about the latter's proposed draft of a Declaration of Rights and proposes a compromise charter for France in order to gain time, to consolidate the advances already made, and to allow public opinion to ripen. Jefferson dines with De Corny and learns at first hand what happened at the fall of the Bastille. Three days later he is among the crowds with Dugald Stewart, the young Scottish philosopher, as Louis XVI is "led in triumph by his people thro' the streets of the capital." He writes long dispatches to Jay and private letters to Thomas Paine and Richard Price, among others, detailing the events that he regarded as "the first chapter of the history of European liberty." Early in September Jefferson becomes ill and, treated by a philosopher-physician, is possessed by the idea that "the earth belongs in usufruct to the living." He urges Madison to develop this concept and to apply it to American legislation--but his ostensible purpose is supported by arguments addressed wholly to the situation in France, whereby he furnishes justification for the abolition of ancient debts, the public appropriation of feudal grants, the wiping out of hereditary privileges, and the eradication of monopolies. Late in September, with Polly, Patsy, Petit, and two servants, Jefferson leaves Paris for a six months' leave, unaware that the same day the United States Senate confirmed his nomination as Secretary of State. Four weeks later he lands in Norfolk, where he is greeted by the officials--and finds that politics and anti-federalism are far from inactive in Virginia.

Book excerpt: This book reconsiders the body in literature and makes a case for visual representation as a physical and gesticulative domain for rethinking the constructions of gender, nationalism and sexuality. Examining literary production from the eleventh century until the present, the author argues that the body in contemporary North Africa and Latin America serves as a physical and symbolic terrain upon which sexual, textual, national, racial and linguistic identities are vectored and through which postcolonial and hegemonic antagonisms of power and identity are resolved. Rather than embracing «third world» identity as a residual repository of western thought, colonization and linguistic infusion, the author suggests that the paradigm of cultural identity in the Maghreb and Latin America is best understood through an examination of the emergent corporeal articulations of subjectivity prevalent in these literatures and visual cultures. The text examines the body as a critical landscape through which the various discourses of nationhood, gender and sexuality converge in order to construct a reading of the social that neither amasses subjectivity as singular under the rubric of the «third world», nor couches the other within static notions of gendered, sexual or racial identities.

Book excerpt: The international order is constituted by a plurality of international regimes - institutionalized arrangements in different issue areas that possess their own norms and procedures. The present book examines how conflict among regimes may arise and probes the role that international law can play in managing such conflict. Throughout the book, the example of trade in cultural products is used to illustrate the evolution of regime conflict and the potential for its management. Conflicts between the goals of 'free trade' and 'cultural diversity' have notably surfaced within the World Trade Organization (WTO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO). As a result, there is a potential for conflict among WTO law, the UNESCO's Convention on the Protection and Promotion of the Diversity of Cultural Expressions, and human rights. The book posits that three dimensions are characteristic for regime conflict: First, regime conflict is a function of conflict among different social goals or values. Second, such goal conflicts are institutionalized through the interaction of a variety of political actors struggling for influence, often in intergovernmental organizations. Third, regime conflict may manifest itself in conflicts of legal rules. If a state acts in conformity with the rules of one regime, its conduct may trigger a violation of the rules of another regime. The author argues that, while international law cannot be construed as a fully integrated and unified system, it does provide a common language for different regimes to engage with each other. The shared discourse rules of international law enable a degree of coordination of the policies of different regimes, notably through techniques of interpretation and legal priority rules. International law contributes to the management of regime conflict by providing commonly accepted reasons for choosing among competing policy goals.
