The Engineering Experiment Station was established by action of. Board of Trustees December 8, 1903.It is the purpose of the Station to carry on investigations along various lines of engineering, and to study problems of importance professional engineers and to the manufacturing railway mining, constructional and industrial interests of the State. The control of the Engineering Experiment Station vested in the heads of the several departments of the College of Engineering. Book excerpt: Excerpt from High-Speed and Carbon Tool Steels: Their Characteristics and Treatment Previous to 1909, each of the U. S. Navy yards prepared requisitions for the purchase of tool steels for its own purposes. These requisitions either specified that proprietary material should be purchased or that the award of contract be based on information obtained by a test of some description on samples submitted by the bidders. By this method, there could be no uniformity in the specifications of the navy yards, and in order to centralize purchasing and to standardize the tool' steels, a tool steel board recommended that the Philadelphia Navy Yard be made the purchasing station. This action was taken in 1909 and at that time specifications were drawn up for one high-speed steel and three grades of carbon steel. The chemical composition required for the high-speed steel differed from that of any of the commercial brands, but the chemical composi tion of each grade of carbon steel corresponded to that of commercial tool steels. The three grades of carbon tool steel varied principally in their carbon content, in order to adapt them to the purposes for which such tool steels are generally used. The contracts were awarded to the lowest responsible bidder who was able to meet these specifica tions for tool steel of a chemical composition within the specified limits. The specifications required physical tests in addition to chemical analysis, as a part of the inspection, but these tests did not give decisive results and proved conclusively that it was advisable to revise the existing specifications. This step was taken because these specifications did not provide a means of ascertaining the relative merits of the tool steels offered by the different bidders, or of learning whether there were other tool steels that were superior to those within the specified limits of chemical composition. Almost every steel man knows the practical impossibility of obtaining detailed information concem ing tool steels which is absolutely accurate and reliable. The personal equation and a multitude of other factors commonly accounted negligible, so much affect results that the assertion might be safely hazarded that all conclusions as to method and means in steel treatment are subject to allowances for these elements. Thus, for illustration, two different plants operated by the some concern make large use of the barium process in hardening. At one the temperature commonly maintained and indicated by the pyrometer is 1200 degrees C. (2200 while at the other an instrument of the same make and calibrated with equal care uniformly indicates only 1070 degrees C. (1950 F.) and yet as far as can be seen by the eye of an experienced operator, familiar with both plants, the two baths are kept at identical temperatures. Book excerpt: Excerpt from Testing the Hardness and Durability of Metals Even when men first began to harden steel, they probably sought some method of ascertaining in particular cases whether their object had been accomplished. Perhaps the testing tool was nothing more than a fragment of flint or another piece of steel known to be hard. Certain jewels-as the diamond - are well suited to a process which depends upon scratching. In fact, this process is in common use everywhere' even at the present day. The test by filing is not to be despised as'it is easily applied, and if the file is a good one, the results are sufficiently accurate and reliable for a considerable class of work. But the file is an instrument inadequate to the requirements of modern metallurgists and manufacturers. This is true for two reasons: First, the alloy steels seem to possess the property of being able to resist a file, apart from hardness. Thus, a piece of manganese self-hardening tool steel may be, in reality, softer than a specimen of a pure carbon steel, and yet resist the attacks of the file equally well. In explana tion of this phenomenon, it has been suggested that the hard manganese resists the file while the iron substratum remains soft. The combina tion as a whole would not be so hard, although able to withstand the file. This, however, seems really to involve the proposition that such steel is not a perfect chemical combination, but that particles of man ganese are held imbedded in iron or an iron alloy. Perhaps this may be so, but if it is true, then the action of such steel on the file is very similar to that of an emery wheel. The emery itself is very hard, but is held in a matrix that is soft. However, whether we accept this ex planation or not, it is doubtful whether we have good reason to con tend that a specimen of alloy steel is as hard as a piece of pure carbon steel, merely because it resists the file equally well.
