Book Testimony on Senate Bill 501

Download or read book Testimony on Senate Bill 501 written by Sarah Elizabeth Fertig and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Neutral testimony concerning SB 501. "The bill would create new requirements for the Medicaid program related to presumptive eligibility, penalty periods, and data sharing and verification. Our agency is neutral on the bill; however, we have some concerns about the cost and feasibility of certain provisions. ... New Section 1 of SB 501 would change current PE [presumptive eligibility] operations by limiting PE determinations to children and pregnant women only. If it became law, the agency would no longer be able to provide presumptive eligibility to (1) low-income parents and caretakers, (2) aged-out foster care children, (3) and low-income women who were screened and diagnosed with breast or cervical cancer through the Early Detection Works program. It is not clear why only those populations would be excluded from PE determinations. ... Section 2 of SB 501 would require the Medicaid program to apply to CMS for a waiver to allow the state to impose a six-month penalty period for any non-disabled, non-pregnant adult aged 19-64 who fails to report a change in circumstances that affects their eligibility for Medicaid. ... The only Medicaid populations that would be affected by this policy change, if approved by CMS, are low-income parents and caretakers. If SB 501 became law and CMS approved such a waiver, the agency would expect to see an increase in administrative workload. ... However, the agency questions whether the current CMS administration would approve such a waiver. ... SB 501 would prohibit the agency from relying on Medicaid eligibility determinations made by an Affordable Care Act exchange. This requirement would not change actual agency operations. SB 501 would also require KDHE to establish data exchanges with the Department of Administration, the Office of Vital Statistics, the Department of Labor, the Department for Children and Families, the Department of Revenue, and the Department of Corrections. KDHE-DHCF already performs some of the data verification processes that SB 501 would require. ... SB 501 would require the agency to publicly post certain data related to fraud investigations. ... It is unclear whether SB 501 is intended to require the agency to hire fraud investigators. If so, there would be a cost associated with hiring those personnel."

By expanding Medicaid, Kansas will be able to offer high quality, integrated and affordable health care to some of our state's most vulnerable citizens. Currently, there is a coverage gap in Medicaid. ... While expanding Medicaid alone will not improve the health of our residents, it is one aspect you can make a difference in. ... SB 252 also contains a work referral program. ... KDHE not only supports SB 252 but is well positioned to be able to implement the components of the bill that relate to our agency."

Book Testimony on Senate Bill 45

Download or read book Testimony on Senate Bill 45 written by Sarah Elizabeth Fertig and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Testimony in support of SB 45. "KDHE supports SB 45 because it would remove obsolete language from the Children's Health Insurance Program (CHIP) statute and align CHIP eligibility with current federal poverty level (FPL) thresholds. ... Without a statutory change, CHIP eligibility would remain set at 250% of the 2008 federal poverty levels (FPL). This outdated standard makes it harder for applicants to determine whether their child may be eligible for coverage, and also requires state Medicaid staff to continuously translate the statutory Kansas CHIP eligibility standard to current FPL levels. SB 45 would also strike an obsolete waiting period provision that became unenforceable following the passage of the Affordable Care Act. Again, this would simply make the CHIP statute match the state's actual policy. KDHE-DHCF supports SB 45 because it would provide a long-overdue cleanup of outdated statutory language."

Book Testimony on Senate Bill 168

Download or read book Testimony on Senate Bill 168 written by Sarah Elizabeth Fertig and published by . This book was released on 2022 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Neutral testimony concerning SB 168. KDHE-DHCF does not have a position on the substance of the bill, but the agency would appreciate the committee allowing a friendly amendment to the bill that is designed to ensure KDHE will be able to comply with the federal SUPPORT Act. ... KDHE-DHCF would respectfully request an amendment to Section 4(c)(5) to add "or practitioners" to the end of that section. This added language would authorize the agency to access information necessary to fulfill our CMS reporting requirements."

Book Testimony on Senate Bill 312

Download or read book Testimony on Senate Bill 312 written by Lorrena Steelman and published by . This book was released on 2020 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Testimony in support of SB 312. "SB 312 amends K.S.A. 65-526 expanding the reasons the Department may assess a civil fine for violations of the Child Care Act. The Child Care Act, K.S.A.65-501 et Seq., makes it unlawful to conduct or maintain a child care facility without a temporary permit or license. ... Facilities operating without a license are not inspected or monitored by KDHE. As a result, parents have no assurance that foundational health and safety standards are met. SB 312 increases protections for children in out-of-home care by serving as deterrent to illegal care and potentially increasing the number of licensed and inspected child care facilities. ... The Department's very limited authority to intervene after a provider has demonstrated an unwillingness to comply is a point of concern for the regulated community providing safe and nurturing care to children of working families. Further, it may also be a disincentive to the public for the reporting illegal care. Amending K.S.A.65-526 would allow the Department to assess a civil fine when an individual, after written notification and an opportunity to comply with the law, continues to provide child care without a required license."
