Una collezione ragionata di testi costituisce un corpus dinamico suscettibile di risentire in via sistematica anche di minime oscillazioni. Il massimo desiderabile, dunque, è che essa rappresenti un’istantanea al possibile fedele ad una certa data e, soprattutto dal punto di vista didattico-culturale, chiarisca il quantum di adesione del nomoteta all’idea di ordine (normativo) che lo stesso concetto di ordinamento evidentemente sottintende. La raccolta, infine, pur non rinunciando ad una funzione orientativa anche sul piano pratico e professionale, esibisce soprattutto una vocazione pedagogica e di studio vuoi nel contesto accademico, vuoi più in generale nel quadro di una formazione e di una informazione civica generali e continue. Ciò giustifica che alcuni testi siano, per così dire, delibati più nella loro esemplarità che nella loro completezza, anche se l’inevitabile discrezionalità della selezione potrebbe comportare il rischio di sovrabbondanze o eccessive sobrietà (nel contempo, taluni c.d. testi notevoli e complementari sono conservati oltre la loro vigenza a motivo della loro perdurante rilevanza storico-istituzionale). * * * * * I due tomi della Raccolta (tomo I: “Forme e profili organizzativi” e tomo II: “Situazioni soggettive”), pur concepiti in modo strettamente collegato e coordinato, sono usufruibili separatamente. Finalmente, l’esperienza conforta sulla circostanza che, pur in tempi di pervasiva informatizzazione, la “portabilità” offerta dal supporto “tradizionale” continua a svolgere una sua peculiare funzione. Italian populism is of interest to comparative lawyers for many reasons. Firstly, the country has a long-lasting tradition of anti-parliamentarism over the course of its history as a unitary state. After the 2018 general election, it has turned into the first European country in which two self-styled populist parties formed a coalition government. Although it collapsed in August 2019, many issues that it had raised remain. Secondly, as Italy is a founding member of the European Communities, the constitutional implications of populist politics have to be considered not only within the national framework but also in a wider context. This book argues that the relationship between populism and constitutionalism should not be seen in terms of mutual exclusion and perfect opposition. Indeed, populism frequently relies on concepts and categories belonging to the language of constitutionalism (majority, democracy, people), offering a kind of constitutional counter-narrative.
