This has been driven largely by the international creation of explicit policies and reporting requirements to review, audit and evaluate provision. The interest is associated in many countries with the granting by governments of greater autonomy to higher education institutions. This, crucially, comes bound with increased requirements for accountability in the exercise of such power. Enhancing provision, promoting innovation, cultivating exploration and adopting information-led approaches to practice are at the very heart of higher education. As such quality enhancement comes in many guises and is under constant scrutiny. Enhancing Quality in Higher Education looks critically at recent developments in higher education, taking snapshots of changing practices around the world and analysing the varied theoretical perspectives of quality enhancement that are emerging. The opening section draws upon this theoretical base, whilst the second section contextualises it through the analysis of a diverse range of international case studies. The concluding section considers future prospects for the enhancement agenda in the light of the international pressures facing all systems of higher education in the future. Policy will inevitably be shaped by the historical contexts within which national systems are located. The book draws on a wide range of international case studies, examined by a host of contributing experts. The movement towards quality enhancement can be seen as stimulating action at the grassroots of the academy to self-generate improvement. It is a counter to the prevalent view that change in higher education is essentially about the institutional response to increasing societal pressure and state control and, as such, is a welcome contribution to the literature. We examine a potential source of human capital spatial disparities: the unequal access to tertiary education caused by the absence/presence of a local university. We model both a secondary school graduate's decision whether to apply to a university and a university's decision about admission. Two possible sources of unequal access to university study are distinguished: cost savings and informational advantages for those residing close to a university. Estimation results suggest that the local neighborhood having a highly educated population, rather than the presence of a university per se, has a positive effect on a secondary school graduate's decision to apply. Moreover, we find that heterogenous information plays a significant role in admission to university.

Book excerpt: Even if in most countries non-university higher education institutions did not have originally a research mandate, it is well known that in most cases these institutions have progressively developed research activities and, at least in some countries, the State now has recognized the research role of these institutions and provided support and funding. Moreover, in many countries the role of research in polytechnics, ‘fachhochschulen’, ‘hogescholen’, university colleges, etc is on the political agenda. Despite the importance of the issue, there are very few in-depth studies of research in the non-university sector. These studies show that the development of research in these institutions leads to quite complex interactions with universities, both in the sense of convergence (academic drift) and/or of differentiation of a specific research mandate oriented towards the regional economy. Therefore, this book aims to fill this gap by first analysing a number of transversal issues related to the research mission of these institutions. In its second part it gives an overview of the state of the art in eight European countries.

Book excerpt: The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

Marcucci examine the universal phenomenon of cost-sharing in higher education—where financial responsibility shifts from governments and taxpayers to students and families.
