But, the threat of a transnational terrorist attack remained low for most countries in the hemisphere. Both Cuba and Venezuela are on the list of countries not cooperating with U.S. anti-terrorism efforts. There are also concerns on the activities of the Lebanon-based Islamic group Hezbollah and the Sunni Muslim Palestinian group Hamas in the area of Argentina, Brazil, and Paraguay. This report discusses U.S. concerns over terrorism in Latin Amer. incl. increased regional cooperation.

Book excerpt: In the aftermath of the September 2001 terrorist attacks on New York and Washington D.C., U.S. attention to terrorism in Latin America intensified, with an increase in bilateral and regional cooperation. Latin American nations strongly condemned the attacks, and took action through the Organization of American States (OAS) to strengthen hemispheric cooperation. In June 2002, OAS members signed an Inter-American Convention Against Terrorism. President Bush submitted the convention to the Senate in November 2002; on October 7, 2005, the Senate agreed to the resolution of advice and consent on the convention. In its annual report on global terrorism, the State Department highlights threats in Colombia, Peru, and the tri-border area of Argentina, Brazil, and Paraguay. The State Department also has designated four terrorist groups (three in Colombia and one in Peru) as Foreign Terrorist Organizations, and Cuba has been listed as a state sponsor of terrorism since 1982. In the second session of the 109th Congress, issues of concern will likely include continued Latin American cooperation on terrorism, and oversight related to the release of the State Department's annual report on global terrorism expected in April 2006.

Book excerpt: This report assesses the activities of organized crime groups, terrorist groups, and narcotics traffickers in general in the Tri-Border Area (TBA) of Argentina, Brazil, and Paraguay, focusing mainly on the period since 1999. Some of the related topics discussed, such as governmental and police corruption and anti-money-laundering laws, may also apply in part to the three TBA countries in general in addition to the TBA. This is unavoidable because the TBA cannot be discussed entirely as an isolated entity. Based entirely on open sources, this assessment has made extensive use of books, journal articles, and other reports available in the Library of Congress collections. It is based in part on the author's earlier research paper entitled "Narcotics-Funded Terrorist/Extremist Groups in Latin America" (May 2002). It has also made extensive use of sources available on the Internet, including Argentine, Brazilian, and Paraguayan newspaper articles. One of the most relevant Spanish-language sources used for this assessment was Mariano César Bartolomé's paper entitled Amenazas a la seguridad de los estados: La triple frontera como 'área gris' en el cono sur americano [Threats to the Security of States: The Triborder as a 'Grey Area' in the Southern Cone of South America] (2001). The selective bibliography includes books, journal articles, and other reports. Newspaper and magazine articles are footnoted. This report also includes an appendix containing brief profiles of six alleged operatives of Islamic fundamentalist groups in the TBA and a diagram of drug-trafficking routes in the region.

Book excerpt: The emergence of new hybrid (state and nonstate) transnational criminal/terrorist franchises in Latin America operating under broad state protection now pose a tier-one security threat for the United States. Similar hybrid franchise models are developing in other parts of the world, making understanding the new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity such as drug trafficking, money laundering, and human trafficking into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra regional states actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. The central binding element in this alliance is a hatred for the West, particularly the United States, and deep anti-Semitism, based on a shared view that the 1979 Iranian Revolution was a transformative historical event. For Islamists, it is evidence of divine favor; and for Bolivarians, a model of a successful asymmetrical strategy to defeat the "Empire." The primary architect of this theology/ideology that merges radical Islam and radical, anti-Western populism and revolutionary zeal is the convicted terrorist Ilich Sánchez Ramirez, better known as "Carlos the Jackal," whom Chávez has called a true visionary.

As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

Book excerpt: Islamic terrorism has become arguably one of the most important security topics since 9/11. This research paper will not answer every question about Islamic fundamentalism, but will build on the existing body of research. The author has relied primarily on unclassified open source material and his own experience in Latin America for source material. The goal of this paper is to determine whether U.S. national security interests should be more concerned about radical Islamic influence and support in Latin America and the Caribbean. The findings point to a mild level of concern, but perhaps not to the heightened threat that some have suggested. There are two fundamental reasons: demographically, there are simply not very many Muslims in Latin America, and secondly, there is minimal history of Islamic terrorist attacks in the region. Within certain lawless areas of Latin America known for illicit activities and Arab immigration, Islamic fundamentalists have a foothold. However, research points to Shiite terrorist groups like Hezbollah as the perpetrators rather than Sunni-based al Qaeda. Although more can be done, the extra surveillance and increased attention since 9/11 by the U.S. in cooperation with Latin American partners has helped control and monitor the problem.

Book excerpt: Compared to other parts of the world, the potential threat emanating from terrorism is low in most countries in Latin America. Most terrorist acts occur in the Andean region of South America, committed by two Colombian guerrilla groups-the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN)-and one Peruvian guerrilla group, the Shining Path (SL). All three of these groups have been designated by the U.S. State Department as Foreign Terrorist Organizations (FTOs). The FARC, however, has been engaged in peace negotiations with the Colombian government since 2012, culminating in a peace accord signed in September 2016. Although the accord was narrowly rejected by a national plebiscite in early October, both sides hammered out a new peace accord in November 2016, which was ratified by Colombia's Congress at the end of that month. Negotiations between the Colombian government and the smaller ELN had several false starts in 2016, although to date formal talks with the government have not started. The Shining Path has been significantly diminished because of Peruvian military operations. For a number of years, there has also been U.S. concern about Iran's increasing activities in the region as well as those of Hezbollah, the radical Lebanon-based Islamic group with close ties to Iran. Both are reported to be linked to the 1994 bombing of the Argentine-Israeli Mutual Association (AMIA) that killed 85 people in Buenos Aires. More recently, U.S. concerns have included financial and ideological support in South America and the Caribbean for the Islamic State (also known as the Islamic State of Iraq and the Levant, ISIL/ISIS), including the issue of individuals from the region leaving to fight with the Islamic State. The United States employs various policy tools to counter terrorism in the region, including sanctions, antiterrorism assistance and training, law enforcement cooperation, and multilateral cooperation through the Organization of American States (OAS). In addition to sanctions against U.S.-designated FTOs in the region, the United States has imposed an arms embargo on Venezuela since 2006 because the Department of State has determined that Venezuela is not fully cooperating with U.S. antiterrorism efforts. The United States has also imposed sanctions on several current and former Venezuelan officials for assisting the FARC and on numerous individuals and companies in Latin America for providing support to Hezbollah. Cuba had been on the State Department's so-called list of state sponsors of terrorism since 1982, but in May 2015, the Obama Administration rescinded Cuba's designation as part of its overall policy shift on Cuba. The 114th Congress continued oversight of terrorism concerns in the Western Hemisphere, with House hearings on the activities of Iran and Hezbollah, the peace agreement in Colombia, border security management and concerns, and terrorist financing in South America. Several legislative initiatives were introduced in the 114th Congress but ultimately not approved.
