The authors posit that this neo-imperialistic phase is but the latest development in a line of thought and action established after World War II. But, they say, 2005 is not 1945. Today, they argue, the United States uses its power to deplete the resources of the developing world, and to compel the rest of the world to remain dependent on American management of the global economy. Contending that this situation is ultimately untenable, they assert that the United States is entering a period of deep crisis. The best thing for American neo-imperialists to do to avert their worst nightmare—a strategic and economic alliance among Europe, Russia, China, and OPEC—would be to arrange for the orderly withdrawal of American power before it is too late for the human and environmental security of the world. When the Soviet Union collapsed in 1991, the Cold War slowly gave way to a new world order in which the United States was left as the lone superpower. But the organizing principle that would characterize the early 21st century was as yet unclear, until the terrorist attacks of September 11, 2001. Now it is clear that the long war on Communism has been replaced by a perpetual war on terror. Regardless of how long American troops remain in Iraq, and irrespective of further military actions, George W. Bush will continue to be a wartime president whose foreign policy is dominated by the Pentagon. And yet, the authors argue, this neo-imperialistic phase, with its emphasis on Eurasian oil supplies, is but the latest development in a line of thinking and acting in the world that was established by such men as Dean Acheson and Paul Nitze after World War II. But 2005 is not 1945, and the United States, despite Secretary of Defense Donald Rumsfeld and Vice President Dick Cheney's assertions, is not liberating Iraq and Afghanistan in the same way that U.S. forces liberated Germany and Japan; it is not reconstructing Iraq or the former Yugoslavia as it did when it rebuilt war torn western Europe with the Marshall Plan. The United States, with its thinly stretched military and deficit-laden economy, does not possess the means to do so today. Instead, the authors maintain, the United States is simply depleting the developing world's natural resources, compelling the rest of the developed world to remain dependent on American management of the global economy. This situation is ultimately untenable, the authors argue, and as a result, the United States is entering a period of deep crisis. The best thing for American neo-imperialists to do to avert their worst nightmare—a strategic and economic alliance among Europe, Russia, China, and OPEC—would be to arrange for the orderly withdrawal of American power before it is too late for the human and environmental security of the world as a whole.

Book excerpt: The effect of terrorism on global oil prices has been largely explained through demand-side effects. We develop a model to include important supply-side imperfections to re-examine the effect of terrorism on the price of global oil stocks. Our model finds that if two criteria are met, conflict can positively affect an oil company's stock price. First, oil firms must have some monopoly power. Second, the informational content of a terrorist or conflict event must be large enough to seriously affect investor perception of the market. We argue this is possible when capacity constraints are binding. If both of these prerequisites exist when a conflict occurs, then we predict that a positive stock price reaction can be expected for oil firms from such a shock. We exploit a rich new panel data set to investigate the predictions of our model, using conflict data from the top twenty oil producing and exporting countries in the world, and members of OPEC. We show that in the current era, as cartel behavior of OPEC member countries has diminished and as conflict has become more regular and thus the information surrounding it noisier, oil stock prices do not increase in response to conflict. However, using different time samples, we find that oil stocks can in fact increase in response to conflict. In some cases, the impact of conflict may cause the return of oil stocks to rise by as much as ten percentage points.

In the face of this situation, it comes with no surprise that “the world is now entering a challenging period for energy supply, due to the limited resources and production problems now facing conventional (easily accessible) oil” (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005). Therefore, oil supply security has become a priority in political agendas and given an “extreme dependence on supply from the Middle East holding more than 60 % of the global oil reserves” (Energy Committee at the Royal Swedish Academy of Sciences, 14.10.2005) this region has become a focus for oil importing countries. Since this region has witnessed a variety of wars, conflicts, terrorist attacks and other disruptions that caused large losses of oil supply (Horsnell, 2000, p. 2) security issues in the Persian Gulf have become a matter of international interest in order to secure the oil supply from this region. In the following this paper will analyze major security issues in the Persian Gulf Area; such are inter-state conflict, the unsolved Israel-Palestine question, terrorism, as well as the problem of under-investment and domestic instabilities in some of the most important countries within the region. Furthermore, this paper will outline possible impacts of these security issues on the economic security in the rest of the world.

The reaction to the terrorist attacks of September 11, 2001 is a striking example. The American president first declared a crusade against terrorists. This crusade was, after some thinking, changed to a War against Terrorism . This war has been widely supported by a great many democratic as well as authoritarian countries. This war on terrorism is completely based on deterrence: Actual and prospective terrorists must be annihilated by killing them without any further ado, or they must, at least, be captured, held prisoner, or (perhaps) put on trial and sentenced to long or indefinite periods of time. It is expected that such harsh treatments impose such high expected costs on prospective terrorists that no individual will engage in terrorist activities in the future. History, as well as recent experience suggests, however, that using deterrence in dealing with terrorism is ineffective and may even be counterproductive. The number of terrorist acts may well increase, rather than decrease. A policy based on deterrence also has a second disadvantage. It threatens civil and human rights in the countries engaged in fighting terrorism. Deterrence policy thus tends to undermine exactly those values it claims to protect. Even if deterrence were effective (which it is not) the world may end up significantly less democratic than before it was engaged in the war against terrorism. Many people share these concerns but they do not see any alternative to deterrence. This contribution suggests that such alternatives indeed exists and are viable and that they are applicable both at the level of society as well as in businesses. Two strategies are proposed here to deal with terrorism: 1. Decentralisation. A system with many different centres is more stable due to its diversity, enabling any one part to substitute for the other. When one part of the system is negatively affected, one or several other parts may take over. A country that is the prospective target of terrorist attacks can reduce its vulnerability by implementing various forms of decentralisation: (1) The economy, by relying on the market as the major form of decentralised resource allocation.
