The initial 6 months of operation of the Task Force shed significant light on multiple issues with regards to counter-threats finance and anti-money laundering initiatives. First was the discovery of the various revenue streams ISIS utilizes to fund its terror operation, and the ways in which the United States may effectively counter them, such as continuing to target ISIS oil infrastructure, working with regional allies to close porous borders, and a better police to travel with foreign fighters. Second, the task force brought about a consensus that there is a need for greater information-sharing throughout the financial system and between government agencies, as well as an increased integration of government databases. Trade-based money laundering is the process of disguising the proceeds of crime by moving those proceeds through the use of trade transactions in an attempt to legitimize their illicit origins. This practice allows hundreds of billions of dollars to be laundered annually. Currently, there is ample opportunity for terrorist groups to exploit the international trade system, with low risk of being caught. According to the Financial Action Task Force, key characteristics of the international trade system, including the enormous volume of trade flows and the complexity therein, can arise from the practice of co-mingling illicit funds with the cash flows of legitimate businesses, and the limited recourse to verification procedures or programs to exchange customs data between countries, have made it both attractive and vulnerable to illicit exploitation.

Book excerpt: This thesis finds that the increasing cost of international trade resulting from certain post-9/11 maritime trade security policies may help to promote terrorism. By inadvertently levying disproportionate non-tariff trade barriers against those countries most likely to harbor terrorist organizations, these programs restrict lesser-developed nations' ability to develop, and thus leave them more susceptible to becoming terrorist safe havens. In support of this argument, the thesis is divided into three main sections. The first demonstrates the strong link between a nation's foreign trade and its level of development through a brief survey of international trade theory, by highlighting the reliance of some international actors on trade promotion as a means for increasing development, and by analyzing several case studies in which it is clear that trade played an instrumental role in increasing overall development. The second section expands upon this argument by examining the relationship between underdevelopment and terrorism. It investigates the issue by quantitatively analyzing terrorist attacks against the United States according to the level of development in those countries liable for producing or harboring the groups responsible for the attack. The third section looks at the effect of post-9/11 maritime trade security measures on trade and more specifically the policies' adverse effects on developing countries. It outlines key U.S. maritime trade security programs - namely the Customs-Trade Partnership Against Terrorism and the Container Security Initiative - and how some of their components constitute non-tariff barriers, especially for developing countries. At an international level, the chapter explores the costs associated with the International Ship and Port Security Code as well as Authorized Economic Operator programs. The thesis concludes by acknowledging that if trade promotes development, and low development is related to a nation's propensity to harboring terrorism, then there is a logical if indirect link between trade and terrorism. If domestic and international maritime trade security programs disproportionately limit trading opportunities for the countries most likely to harbor terrorist groups, it becomes clear that such programs may inadvertently promote the conditions found to be most closely linked to countries that harbor terrorist organizations.

In the face of increasing terrorist threats to domestic ports and the global supply chain, the U.S. impulse to take protective action is at the very least understandable. The question therefore is not should the United States take security measures but how should it implement such measures? The Container Security Initiative, the cornerstone of U.S. efforts to safeguard America's ports, ships and cargo, strikes a balance between protecting U.S. interests without unduly burdening the efficacy of the supply chain. It wholly fails to acknowledge or explore the potential disruption to the trade of developing countries - the world's most fragile economies. This article maintains that by failing to consider its impact on development, CSI fails to strike the proper balances. CSI thus violates U.S. obligations under Article I of the General Agreement on Tariffs and Trade, and it is not justified under the national security exception of GATT Article XXI because it lacks a development dimension. This development dimension is implicit in Article XXI when interpreted in context in light of the object and purpose of the WTO Agreement. What does this development dimension entail? How might we craft future measures that protect domestic security while minimizing their trade-distorting, discriminatory, and development-reducing effects?

Clearly, several factor for the continuing increase is due to increasing world consumption (80 million barrels per day ), which has significant rosk premium to crude oil prices and is largely responsible for prices, exceeding US$40 to $50 per barrel. In addition to increased world consumption, other factors can contribute to the current oil price levels include as below: A weak every US dollar, since oil is priced in US dollars, as the value of the US dollars falls, the price of oil in US dollars goes up. The US dollar has fallen by 33 percent estimated again the EURO in th past five year. Asian economies is experiencing the rapid growth, resulting in their increased petroleum consumption, it is possible due to many Asian people feel to need to buy vehicles to drive to enjoy their life. The important factor to cause Asian people expect to buy much oil in short time from US oil supplies because they fear oil supply will reduce, after the World Trade Center terrorism attacks on Sep. 11 occurrence. They will feel that many countries will need to buy many high technological weapons and oil demand will also be increased to increase when they need much oil to be used for their weapons' energy.

Cooperation among cross-disciplinary organizations such as the United Nations Development Program, governmental aid agencies and militaries, nongovernmental organizations (NGOs), and private businesses is vital. Eradicating poverty through profits involves finding a way to alleviate poverty for those at the bottom of the economic pyramid through collaboration among the poor themselves, civil organizations, governments, and private firms. This approach is widely known as the bottom of the pyramid (BOP) concept.
