Every country presents unique factors that influence the fate of its democratic reforms, which must therefore be evaluated within their specific socio-political, cultural and historical context. Building on this premise, this paper examines military reform and democratisation through the experiences of Turkey and Indonesia, two democratising countries with predominantly Muslim populations, secular regimes, and militaries that are deeply involved in politics. The paper strives to explain why both the Turkish and Indonesian militaries, which have developed a sense of ownership over the state, may be wary of democratic change; how 'the people' perceive the military's traditional role in society; and in which direction societal and military attitudes towards democratic reform have been moving over the years. In relating these domestic observations to various external factors, it seeks to identify the regional and global trends, events and actors that promote and obstruct the development of substantive democracy in each country, and to draw broader lessons for the study of democratisation and military reform.

Today's fragile environments feature a host of postconflict and postauthoritarian states and transitioning and new democracies that have at least one critical thing in common: Their security sectors are dysfunctional. Why these states cannot fulfill their most basic function-the protection of the population and their government-varies widely, but the underlying reason is the same. The security sector does not function because security sector institutions and forces are absent, ineffective, predatory, or illegitimate. In place of large, boots-on-the-ground interventions relying on expensive train and equip programs with only fleeting impact, Washington needs a new approach for engaging in fragile environments and a policy for prioritizing where it engages and for what purpose. The volume offers case studies to exemplify the context in which a new U.S. approach might be warranted, discusses other countries' experiences with security sector reform policies and examines how the United States should design and implement a security sector reform policy. The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. Allocations of state revenues to the security sector continue to be substantial and have, in fact, increased in several countries. As Asian nations construct a new security architecture for the Asia-Pacific region, Asian security has received increased attention by the scholarly community. But most of that scholarship has focused on specific issues or selected countries. This book aims to lay the groundwork for a comprehensive, in-depth understanding of Asian security by investigating conceptions of security in sixteen Asian countries. The book undertakes an ethnographic, country-by-country study of how Asian states conceive of their security. For each country, it identifies and explains the security concerns and behavior of central decision makers, asking who or what is to be protected, against what potential threats, and how security policies have changed over time. This inside-out or bottom-up approach facilitates both identification of similarities and differences in the security thinking and practice of Asian countries and exploration of their consequences.
