Book excerpt: Since the early twentieth century, technological transfers from the United States to Latin American countries have involved technologies of violence for social control. As the chapters in this book illustrate, these technological transfers have taken various forms, including the training of Latin American military personnel in surveillance and torture and the provision of political and logistic support for campaigns of state terror. The human cost for Latin America has been enormous—thousands of Latin Americans have been murdered, disappeared, or tortured, and whole communities have been terrorized into silence. Organized by region, the essays in this book address the topic of state-sponsored terrorism in a variety of ways. Most take the perspective that state-directed political violence is a modern development of a regional political structure in which U.S. political interests weigh heavily. Others acknowledge that Latin American states enthusiastically received U.S. support for their campaigns of terror. A few see local culture and history as key factors in the implementation of state campaigns of political violence. Together, all the essays exemplify how technologies of terror have been transferred among various Latin American countries, with particular attention to the role that the United States, as a "strong" state, has played in such transfers.

Book excerpt: The emergence of new hybrid (state and nonstate) transnational criminal/terrorist franchises in Latin America operating under broad state protection now pose a tier-one security threat for the United States. Similar hybrid franchise models are developing in other parts of the world, making understanding the new dynamics an important factor in a broader national security context. This threat goes well beyond the traditional nonstate theory of constraints activity such as drug trafficking, money laundering, and human trafficking into the potential for trafficking related to weapons of mass destruction by designated terrorist organizations and their sponsors. These activities are carried out with the support of regional and extra regional states actors whose leadership is deeply enmeshed in criminal activity, which yields billions of dollars in illicit revenues every year. These same leaders have a publicly articulated, common doctrine of asymmetrical warfare against the United States and its allies that explicitly endorses as legitimate the use of weapons of mass destruction. The central binding element in this alliance is a hatred for the West, particularly the United States, and deep anti-Semitism, based on a shared view that the 1979 Iranian Revolution was a transformative historical event. For Islamists, it is evidence of divine favor; and for Bolivarians, a model of a successful asymmetrical strategy to defeat the "Empire." The primary architect of this theology/ideology that merges radical Islam and radical, anti-Western populism and revolutionary zeal is the convicted terrorist Ilich Sánchez Ramirez, better known as "Carlos the Jackal," whom Chávez has called a true visionary.

The monograph consists of an introduction and conclusion and three substantive essays analyzing specific issues facing Latin America. The first essay, "Latin America's Lawless Areas and Failed States," builds upon the concepts of failed states and borderless regions to suggest how criminals and perhaps terrorists can find refuge and support in localities outside the control of states. The second essay, "Security Implications of Poor Economic Performance in Latin America," provides a solid introduction to the interconnection of economic behavior and the national security threats facing both Latin American governments and the United States. The final essay, "Chinese Interests in Latin America," speculates on the interest of China in the region, with particular attention to the potential roles played by immigration and Chinese ownership of firms charged with operation of both access ports to the Panama Canal. It is the authors' hope that this work will help reinvigorate sound thinking about U.S. policies toward Latin America and encourage closer cooperation between strategists and scholars in both regions. Such cooperation would provide real benefits to the national security communities and military establishments in the United States and many critical Latin American countries. The work published in this volume represents an important effort by scholars in Argentina and the United States to share assessments of security challenges and options available to governments throughout the Americas. The result is a set of assessments from North and South as researchers in the two countries have grappled to reach shared judgments and policies that make sense at both ends of the hemisphere.

Book excerpt: In the aftermath of the September 2001 terrorist attacks on New York and Washington D.C., U.S. attention to terrorism in Latin America intensified, with an increase in bilateral and regional cooperation. Latin American nations strongly condemned the attacks, and took action through the Organization of American States (OAS) to strengthen hemispheric cooperation. In June 2002, OAS members signed an Inter-American Convention Against Terrorism. President Bush submitted the convention to the Senate in November 2002; on October 7, 2005, the Senate agreed to the resolution of advice and consent on the convention. In its annual report on global terrorism, the State Department highlights threats in Colombia, Peru, and the tri-border area of Argentina, Brazil, and Paraguay. The State Department also has designated four terrorist groups (three in Colombia and one in Peru) as Foreign Terrorist Organizations, and Cuba has been listed as a state sponsor of terrorism since 1982. In the second session of the 109th Congress, issues of concern will likely include continued Latin American cooperation on terrorism, and oversight related to the release of the State Department's annual report on global terrorism expected in April 2006.

In this fascinating manner, focusing sharp observations at times with polemical intent, Farer scrutinizes the key assumptions, including the "Soviet or revolutionary threat," which have guided American foreign policy for Latin America since the end of World War II. One central conviction is that changes in regimes rarely have objective significance for U.S. strategic interests properly conceived. Farer describes the grand strategy of the United States in Latin America (he sees very much the same strategic assumptions guiding U.S. policy throughout the Third World) as unrealistic and misguided in terms both of U.S. interests and ideals. He argues that America has over the years maneuvered itself into political, legal and moral dilemmas by disregarding or misunderstanding the internal dynamics of Latin American countries and their implications for U.S. interests and by seeing dangerous and irremedial hostility in all revolutionary movements. Against this tradition in U.S. policy, Farer advocates tactics and strategies he deems more consonant with the proper goals of U.S. policy and with Latin American needs and aspirations. His essays combine a sophisticated analysis of Latin American society with assessment of U.S. policy from legal, moral and strategic perspectives.

Book excerpt: Islamic terrorism has become arguably one of the most important security topics since 9/11. This research paper will not answer every question about Islamic fundamentalism, but will build on the existing body of research. The author has relied primarily on unclassified open source material and his own experience in Latin America for source material. The goal of this paper is to determine whether U.S. national security interests should be more concerned about radical Islamic influence and support in Latin America and the Caribbean. The findings point to a mild level of concern, but perhaps not to the heightened threat that some have suggested. There are two fundamental reasons: demographically, there are simply not very many Muslims in Latin America, and secondly, there is minimal history of Islamic terrorist attacks in the region. Within certain lawless areas of Latin America known for illicit activities and Arab immigration, Islamic fundamentalists have a foothold. However, research points to Shiite terrorist groups like Hezbollah as the perpetrators rather than Sunni-based al Qaeda. Although more can be done, the extra surveillance and increased attention since 9/11 by the U.S. in cooperation with Latin American partners has helped control and monitor the problem.

Connell hits a sensitive key in his observation that Islamic terrorism became one of the most important American security concerns after the attacks of 11 September 2001. Having spent three years as assistant air attaché in Buenos Aires, he sought to combine a fresh interest in Latin America with his desire to learn more about the nature of radical Islamic fundamentalism and its virulent association with terrorism. His fellowship year at Harvard University and guidance of his professors encouraged him to coalesce interests into a combined study of Islamic fundamentalism and its manifestation in Latin America. At the end of the term, he produced this very useful and attractive monograph, Understanding Islam and Its Impact on Latin America. The initial question of this study concerns the debate between those who believe in a general Islamic threat, as defined most eloquently by Samuel P. Huntington in The Clash of Civilizations and the Remaking of World Order, and others who see a small band of religious fanatics who have hijacked Islam from the moderate majority. This question about the source of terrorism has importance to the major Islamic nations as it does for Latin American countries, where Muslims are a largely undistinguishable minority. The preliminary answer for Latin America is that the United States should not be alarmed at the potential for Islamic fundamentalism, but sufficiently concerned to keep a watchful eye on future developments. In fact Connell suggests that the demographics do not favor the growth of an effective radical movement. If there are too few Muslims in Latin America to birth radicalism, there is on the other hand, a very active and extensive native, non-Islamic terrorism. The author connects these dots because he sees a latent connection to Muslims in the areas where terrorist organizations and drug traffickers proliferate. It is a potentially easy step for incipient Muslim radicals to get caught up and find beneficial purpose with these criminals. For example, the US dependence on imported petroleum and natural gas and a vulnerable transportation system provide an attractive target for Islamic terrorists, one they have used in the past.

The region came to be seen as a contested terrain in the East-West conflict of the Cold War, and a new US-inspired ideology, the ‘National Security Doctrine’, was used to justify military operations and the hunting down of individuals and groups labelled as ‘communists’. Following on from this historical context, the book then provides an analysis of the mechanisms of state and genocidal violence is offered, demonstrating how in order to get to know the internal enemy, national armies relied on US intelligence training and economic aid to carry out their surveillance campaigns. Marcia Esparza is an Assistant Professor in Criminal Justice Department at John Jay College of Criminal Justice in New York City. Henry R.
