Although violence was characteristic of a relatively small group of individuals compared with the moderately supportive general public, the Front de Libération du Québec (FLQ) was successful in eliciting public support for its cause. However, due to a series of responses by the Quebec provincial government and Canadian federal government, public support quickly declined following the implementation of the War Measures Act in October 1970. Although a risky decision on the part of the federal government, the War Measures Act successfully halted violent terrorist tactics in the name of Quebec sovereignty. This furthermore produced a foundation for Quebec separatists, moderates and FLQ members alike, to vote on independence through legitimate means. The growth and effectiveness of domestic political terrorism can be analyzed through theoretical frameworks. Furthermore, the actions of target groups to combat terrorist objectives are also important in understanding the ability of whether a terrorist organization will succeed or not. The need to understand the cause of terrorism also aids in understanding whether it can be successfully eliminated. Through the lens of Nicholas O. Berry‟s (1987) Theories on the efficacy of terrorism, this paper examines the Quebec separatist movement and the rise and fall of the Front de Libération du Québec terrorist group.

J.F. Bosher argues that the motivation behind all these incidents was a policy of underhanded imperial ambition on the part of France. In The Gaullist Attack on Canada, he contends that French nationalists have been at work behind the screen of harmless fraternising of international francophonie in order to stimulate French revolutionary nationalism in Quebec and elsewhere, and that the Gaullist ideology behind these attempts rests on a set of myths about past events, age-old resentment of the English-speaking nations, and a deep-rooted belief in the superiority of France, its language, and its culture. The Gaullist Attack on Canada reveals a phase of French imperialism that poses a threat to Canadian Confederation. Since the 1960s, Bosher argues, de Gaulle and his followers have conspired to stimulate Quebec separatism as part of their larger goal to revive France's role as a great power. He bases his case on the evidence of France's actions in other former French colonies, especially in Africa, as well as the writings of such leading Gaullist conspirators as Bernard Dorin, Pierre–Claude Mallen, Pierre de Menthon, and Philippe Rossillon, who have boasted about their efforts to win Quebec away from Canada for France. Bosher criticises the Canadian government for its failure to respond to, or even to recognise, the Gaullist threat. The Under–Secretary of State for External Affairs in the 1960s, Marcel Cadieux, wanted to take vigorous steps against the Gaullist mafia but was overruled by his political superiors. Bosher argues that, even now, by standing up to French aggression the government might weaken the separatist movement in Quebec, or at least turn the tide of political support for it.

The American Civil War, not yet over, encouraged the small and barely defended provinces to consider uniting for mutual protection. But there were other factors: the rapid expansion of railways and steamships spurred visions of a continent-spanning new nation. Federation, in principle, had been agreed on at the Charlottetown conference, but now it was time to debate the difficult issues of how a new nation would be formed. The delegates included John A. Macdonald, George Etienne-Cartier, and George Brown. Historian Christopher Moore demonstrates that Macdonald, the future prime minister, surprisingly was not the most significant player here, and Canada could have become a very different place. He assesses a broad range of anti-terrorism measures including the Anti-terrorism Act, the smart border agreement, Canadian participation in the war in Afghanistan, changes to refugee policy, the 2001 Security Budget, and the proposed Public Safety Act. Roach evaluates both the opposition of many civil society groups to the Anti-terrorism Act and the government's defence of the law as necessary to prevent terrorism and consistent with human rights. He warns that exceptions to legal principles made to fight terrorism may spread to attempts to combat other crimes and suggests that Canadian law may not provide adequate protection against invasions of privacy or discriminatory profiling of people as potential terrorists. With reference to controversial comments about September 11 made by Prime Minister Chretien and others and the debate about "anti-Americanism," Roach examines whether September 11 has chilled Canadian democracy. He also examines the challenge September 11 presents for Canadian sovereignty on key components of foreign, military, and immigration policy and the possibility that Canadian Forces participated in violations of international law in Afghanistan. With specific reference to the threat of nuclear and biological terrorism and aviation safety, Roach argues that more emphasis on administrative and technological measures and less emphasis on criminal sanctions and military force may better protect Canadians from both terrorism and other threats to their security.
