When the doomed U.S. garrison in the Philippines soon capitulated to the Japanese, the atrocities inflicted on the Filipino and American units that surrendered were portents for the inhabitants of Manila. The history chronicles the 1945 recapture of Manila largely from the perspective of the civilian population, which suffered horrific brutality from the Japanese, followed by destruction and heavy loss of life during the American assault. Individual stories are included of citizens caught in the crossfire between the tenacious Japanese defenders and American troops determined to seize the capital city while minimizing their own casualties, regardless of the cost in civilian lives. More than 175 photographs document the events described.

As current Philippine President Duterte's timely war on drugs and corruption rages, San Juan foregrounds the facticity that Filipinos are once more confronted with the barbaric legacy of U.S. domination, legitimised today as civilising humanitarianism. This wide-ranging discourse by a Filipino radical scholar interrogates the apologetic use of postcolonial dogmas, Saussurean semiology versus Peircean semiotics, Kafka's allegory on torture, Edward Said's use of Gramsci, and the post-conceptual view of photography. The author also diagnoses the symptoms of nihilistic neoliberal ideology found in media discourses on diaspora, terrorism, and globalisation. His critique of academic postcolonial studies sums up the arguments elaborated in his previous books, Beyond Postcolonial Theory (St Martins Press), After Post-Colonialism (Rowman & Littlefield), and especially US Imperialism and Revolution in the Philippines (Palgrave Macmillan). Overall, San Juan seeks to deploy a historical-materialist perspective in elucidating the dialectical interplay of contradictory forces symbolised in art and diverse cultural texts. In the process, he delineates the contexts of events and encounters generating revolutionary transformations in this transitional Asian-Pacific islands that, with its subjugation in the Filipino-American War of 1899-1913, marked the fateful advent of U.S. imperial hegemony on the planet.

Despite the initial success of the joint Philippine and U.S. Balikatan exercise against the Abu Sayyaf in 2002, the ASG has continued to carry out attacks on lightly guarded or "soft" targets, the same way international terrorist groups have been known to do. The anarchic region of Central Mindanao has become a training base for Southeast Asian terror organizations and a refuge for Abu Sayyaf. The war on terrorism has changed the lives of the Filipinos and strained the capacities of the government. Over the years, the Philippines has fought terrorism in many ways. It has retaliated militarily, prosecuted terrorists, preempted terrorist attacks, implemented defensive measures, and addressed some of the causes of terrorism. To some degree, all suffer from limited effectiveness and applicability. This thesis analyzes the Philippine response to terrorism and determines how it should develop an effective strategy to counter terrorism. This study also discusses the government organizational structure and the problems faced by the Philippine government agencies in addressing the terrorism specifically posed by Abu Sayyaf. In addition, this thesis presents a case study of Abu Sayyaf by analyzing its organizational and operational tools in the maintenance of its terrorist capability. Finally, this thesis examines the government bureaucracy and its capability to respond to the threats posed by terrorism.
