Book excerpt: The Iguaza Falls, a once popular international tourist destination in the northeast corner of Argentina, is one of most beautiful places in South America. Located in the Tri Border Area (TBA), which consists of Puerto Iguazu (Argentina), Foz de Iguazu (Brazil), and Ciudad del Este (Paraguay), it is populated with between 12,000 to 40,000 Arabs and their descendants, as well as 30,000 Asians. The area is a lawless zone that is home to Islamic terrorists of Syrian and Lebanese descent and their sympathizers. Together they work in an informal economy of fundraising, narcotics trafficking, smuggling, money laundering, document and currency fraud, and the manufacture/movement of pirated goods. The porous borders of the region enable terrorist operatives of Hezbollah, Hamas, al-Qaeda and their splinter groups to pass through the TBA, easily conducting criminal activities to support worldwide terrorism. The United States needs to do more to counter this threat in the Western Hemisphere. Even with terror groups on the run after three years of intense pressure since 9/11, Hezbollah operates freely, especially in money laundering and the drug trade, in this South American safe-haven. Because of the full-time engagement of the United States in the Middle East, the threat has operated without the required level of attention of the United States for too long. A serious emphasis on the TBA is necessary for American security because of the region's proximity to the United States. The diplomatic, informational, military, economic, intelligence and law enforcement (DIME) Plus Model provides a useful framework to analyze the issues in the TBA. This paper explains how certain conditions have created an environment in which terrorist groups operate in the region, and how their activities pose a threat to hemispheric security. It also provides a checklist of recommendations to help both the Department of State and Southern Command (SOUTHCOM) remedy the problems.

Studies have shown that while under certain circumstances links between criminal organizations and terrorist groups appear, these are usually opportunistic and temporary in nature. Only rarely do they develop into something deeper and transformative, a convergence between crime and terrorism. This book reveals that Russian-speaking transnational organized crime and jihadist terrorism pose a serious threat to security and constitute a major challenge for law enforcement. Through their links with transnational organized crime, Russian-speaking jihadist networks from the Caucasus and Central Asia have easier access to weaponry, commercial explosives, and forged IDs than many other jihadist networks. Being in effect an integral component of transnational organized crime, the Russian-speaking jihadists can be assessed as potentially more capable than many other jihadists. The book assesses the effects of terrorism and organized crime on Russian-speaking diasporas in Western Europe and examines the implications for counterterrorism as well as policing on how to counteract the illegal activities of these networks. Drawing on Swedish court cases the work shows that an additional, and sometimes more effective way, to fight terrorism is by focusing on the non-terrorist types of crime perpetrated by terrorists. Book excerpt: This highly original work of anthropology combines extensive ethnographic fieldwork and investigative journalism to explain how security is understood, experienced, and constructed along the Triple Frontera, the border region shared by Argentina, Brazil, and Paraguay. One of the major "hot borders" in the Western Hemisphere, the Triple Frontera is associated with drug and human trafficking, contraband, money laundering, and terrorism. It's also a place where residents, particularly on the Argentine side, are subjected to increased governmental control and surveillance. How does a scholar tell a story about a place characterized by illicit international trading, rampant violence, and governmental militarization? Jusionyte inventively centered her ethnographic fieldwork on a community of journalists who investigate and report on crime and violence in the region. Through them she learned that a fair amount of petty, small-scale illicit trading goes unreported—a consequence of a community invested in promoting the idea that the border is a secure place that does not warrant militarized attention. The author's work demonstrates that while media is often seen as a powerful tool for spreading a sense of danger and uncertainty, sensationalizing crime and violence, and creating moral panics, journalists can actually do the opposite. Those who selectively report on illegal activities use the news to tell particular types of stories in an attempt to make their communities look and ultimately be more secure.

Book excerpt: At the border where Brazil, Paraguay, and Argentina meet under the scrutiny of the US and Mercosur (the large South American trade bloc), Arabs have long fulfilled what author John Tofik Karam calls a "manifold destiny." Karam casts Lebanese, Palestinians, and Syrians at this American border as circumstantial protagonists of a hemispheric saga. For the more than six decades since they started settling at the trinational border between Brazil, Paraguay, and Argentina, Arabs have animated the hemisphere. Their transnational economic and social projects reveal a heretofore unacknowledged venue of exceptional rule in which the community accommodates and abides multiple states' varied suspensions of norms and laws. Arabs set up businesses and community centers at the border under authoritarian military governments between the 1950s and 1980s; thereafter, when denied full democratic enfranchisement, they instead underwent increasing surveillance from the 1990s to today. Karam reveals an unfinished history of exceptional rule that Arabs accommodate from an authoritarian past to a counterterrorist present. Karam's riveting account draws on anthropological and historical research from each side of this trinational South American border, as well as from the US—where government bureaucrats still suspect Arabs at the border of would-be-terrorist subversion.
