This book explores crises and the methods of anticipation, management and reconstruction, and considers a risk-crisis-territorial development continuum. The aim is to better understand a widely used concept and clarify the methods of action in the field of crisis management. The different forms of learning proposed to better face future crises are also questioned. This book invites us to analyze the resources available to support crisis management and reconstruction, and consider the unequal access to these resources in different territories in order to design future territorial strategies. This often results in a form of territorial inertia after the crises. However, some innovate, imagine renewed territories, prepare for reconstruction, or even recompose territories now in order to make them more resilient. The crisis can then be the driving force or the accelerator of these changes and contribute to the emergence of new practices, or even new urban and territorial utopias.

The Spanish state seemed to be on a journey towards an authentic federal order and was generally admired. However, the new century has been marked by an ever-growing independence movement, with 47.8 per cent of Catalonia voting in favour of independence in September 2015. Pro-independence mobilization has produced a rupture in political relations with the rest of Spain leading to a sovereignty struggle with Madrid. This book explores how an accumulation of long-, medium- and short-term factors have produced the current situation and why the Spanish territorial model has been unable or possibly, unwilling, to respond. The Catalan question is not purely a Spanish problem: it has direct implications for the traditional nation-state model, in Europe and beyond.

But for every problem that political actors describe as a crisis, there are myriad other equally serious ones that are not described in this way. Why has the term crisis been associated with some problems but not others? What has crisis come to mean, and what work does it do? In When Bad Things Happen to Privileged People, Dara Z. Strolovitch brings a critical eye to the taken-for-granted political vernacular of crisis. Using systematic analyses to trace the evolution of the use of the term crisis by both political elites and outsiders, Strolovitch unpacks the idea of “crisis” in contemporary politics and demonstrates that crisis is itself an operation of politics. She shows that racial justice activists innovated the language of crisis in an effort to transform racism from something understood as natural and intractable and to cast it instead as a policy problem that could be remedied. Dominant political actors later seized on the language of crisis to compel the use of state power, but often in ways that compounded rather than alleviated inequality and injustice. In this eye-opening and important book, Strolovitch demonstrates that understanding crisis politics is key to understanding the politics of racial, gender, and class inequalities in the early twenty-first century.

Book excerpt: The euro crisis, several sovereign debt crises, the Great Recession, the refugee crisis, and Brexit have all challenged Europeans’ willingness to show solidarity with other European citizens and member states of the European Union. European Solidarity in Times of Crisis provides a clear theoretical framework to understand European solidarity for the first time. It offers a systematic empirical approach to determine the strength and causes of European solidarity. The authors distinguish between four domains of solidarity and test a set of theoretically derived criteria with a unique dataset to investigate European solidarity. Based on a survey conducted in thirteen EU member states in 2016, the empirical analysis leads to some unanticipated results. Europeans display a notably higher degree of solidarity than many politicians and social scientists have presumed so far. This especially applies to the support of people in need (welfare solidarity) and the reduction of territorial disparities between rich and poor EU countries (territorial solidarity), but also to the domain of fiscal solidarity (financial support of indebted EU countries). This optimistic view is less true for the domain of refugee solidarity. While citizens of western and southern EU countries accept the accommodation of refugees and their allocation between European countries, the majority of people in eastern European countries do not share this point of view. The book will appeal to students and scholars in fields such as comparative sociology, political science, social policy and migration research, and European studies. It is also relevant to a non-academic audience interested in the development of the European project.

Book excerpt: Catastrophic disasters occurring in 2011 in the United States and worldwide-from the tornado in Joplin, Missouri, to the earthquake and tsunami in Japan, to the earthquake in New Zealand-have demonstrated that even prepared communities can be overwhelmed. In 2009, at the height of the influenza A (H1N1) pandemic, the Assistant Secretary for Preparedness and Response at the Department of Health and Human Services, along with the Department of Veterans Affairs and the National Highway Traffic Safety Administration, asked the Institute of Medicine (IOM) to convene a committee of experts to develop national guidance for use by state and local public health officials and health-sector agencies and institutions in establishing and implementing standards of care that should apply in disaster situations-both naturally occurring and man-made-under conditions of scarce resources. Building on the work of phase one (which is described in IOM's 2009 letter report, Guidance for Establishing Crisis Standards of Care for Use in Disaster Situations), the committee developed detailed templates enumerating the functions and tasks of the key stakeholder groups involved in crisis standards of care (CSC) planning, implementation, and public engagement-state and local governments, emergency medical services (EMS), hospitals and acute care facilities, and out-of-hospital and alternate care systems. Crisis Standards of Care provides a framework for a systems approach to the development and implementation of CSC plans, and addresses the legal issues and the ethical, palliative care, and mental health issues that agencies and organizations at each level of a disaster response should address. Please note: this report is not intended to be a detailed guide to emergency preparedness or disaster response. What is described in this report is an extrapolation of existing incident management practices and principles. Crisis Standards of Care is a seven-volume set: Volume 1 provides an overview; Volume 2 pertains to state and local governments; Volume 3 pertains to emergency medical services; Volume 4 pertains to hospitals and acute care facilities; Volume 5 pertains to out-of-hospital care and alternate care systems; Volume 6 contains a public engagement toolkit; and Volume 7 contains appendixes with additional resources.
