The book argues that a key both to peace and to war lies in understanding the role territory plays as a source of conflict and inter-group violence. Of all the issues that spark conflict, territorial disputes have the highest probability of escalating to war. War, however, is hardly inevitable; much depends on how territorial issues are handled. More importantly, settling territorial disputes and establishing mutually recognized boundaries can produce long periods of peace between neighbors, even if other salient issues arise. While territory is not the only cause of war and wars arise from other issues, territory is one of the main causes of war, and learning how to manage it, can, in principle, eliminate an entire class of wars. This book will be of great interest to all students of war and conflict studies, causes of war and peace, international security and strategic studies. John A. Vasquez is Thomas B. Mackie Scholar in International Relations at the University of Illinois, Urbana-Champaign. He is author of The Steps to War (2008) (with Paul Senese) and The War Puzzle Revisited (2009). By that time, gulf oil had secured a paramount place in the minds of the Reagan and Bush administrations. Part two dissects the relationship that individuals and regional governments in the Persian Gulf shared with the US. Here, Schwab also examines US perceptions of those entities and demonstrates how they helped shape the policies of the US and define the status of those nations in the eyes of US policymakers. When Saddam Hussein invaded Kuwait in 1990, the paradigm shifted dramatically. Part three examines US decision-making in the period immediately after that invasion. Schwab demonstrates that while forging a broad coalition to turn back Iraq was a significant diplomatic achievement, the international determination that defined the conflict in 1990-1991 eroded and gave way to a cumbersome policy of containment. That policy ultimately resulted in the dissolution of the coalition forged by the first Bush administration and burdened his successors as they struggled to achieve the longstanding goal of creating stability throughout the region. Part four explores the efforts of the Clinton and second Bush administrations in the Gulf. Saddam was one of the primary concerns of the Clinton administration, but so too were al-Qaeda, North Korea, China, and especially Yugoslavia. Indeed, his was the first administration to truly attempt to deal with these kinds of problems in a post-Cold War world. Despite their differences, there was a tremendous amount of continuity in the policies pursued by Clinton and George W. Bush. September 11 changed that, however, as Schwab chronicles in part five. In that section he explores how the current administration's adoption of a more proactive strategy of retaliation and preventative war has given rise to a new national security regime increasingly designed to fight asymmetric war while eliminating perceived threats to our national security and interests. Book excerpt: Non-territorial autonomy (NTA) is a statecraft tool that is increasingly gaining importance in societies seeking to accommodate demands by ethno-cultural groups for a voice in cultural affairs important to the protection and preservation of their identity, such as language, education, and religion. As states recognize the specific rights of identity minorities in multicultural and multi-ethnic societies, they are faced with a need to improve their diversity management regimes. NTA offers policy-makers a range of options for institutional design adaptable to specific circumstances and historical legacies. It devolves degrees of power through legal frameworks and institutions in specific areas of ethno-cultural life, while maintaining social unity at the core level of society. Throughout Europe and North America, NTA exists and is implemented at a state, regional, and local level. Much has been written about the concept of autonomy and its usage as a statecraft tool in states facing regional division, but little literature addresses its non-territorial institutional and public administration functions. This edited volume seeks to fill this gap. Managing Diversity through Non-Territorial Autonomy: Assessing Advantages, Deficiencies, and Risks, carves a space for contextual knowledge production on NTA in law, as well as social and political sciences. Contextual knowledge involves a description of institutions and their functionality as well as of the institutional and legal frames protecting these. What are the institutions, bodies, and functions that ethno-cultural groups can draw on when seeking to have a voice over their own affairs, as well as over issues in society related to their identity production? How are these entities incorporated and empowered to have a voice? What degree of voice do they have, and how are they designed to project this voice? Thus, contextual knowledge also involves critical assessment and risk analysis as well as penetrating insights as to the unintended consequences and hidden agendas that may inform NTA policies. This volume is to provide both policy-makers and ethno-cultural groups with a tool-kit that promotes social cohesion while respecting diversity. This is the first volume in a series of five which will examine the protection and representation of minorities through non-territorial means.
