Book excerpt: Asia as we know it today is the product of a wide range of polity expansions over time. Recognising the territorial expansions of Asian polities large and small through the last several millennia helps rectify the fallacy, long-held and deeply entrenched, that Asian polities have been interested only in the control of populations, not in expanding their command of territory. In countering this misapprehension, this book suggests that Asian polities have indeed been concerned with territorial control and expansion over time, whether for political or strategic advantage, trade purposes, defence needs, agricultural expansion or increased income through taxation. The book explores the historical experiences of a set of polity expansions within Asia, specifically in East and Southeast Asia, and, by examining the motivations, mechanisms, processes, validations and limitations of these Asian territorial expansions, reveals the diverse avenues by which Asian polities have grown. The chapters draw on these historical examples to highlight the connections between Asian polity expansion and centralised political structures, and this aids in a broader and more comprehensive understanding of Asian political practice, both past and present. Through these chapter studies and the integrative introduction, the book interrogates key concepts such as imperialism and colonialism, and the applicability and relevance of such terminology in Asian contexts, both historical and contemporary. Comparisons and contrasts with European historical expansions are also suggested. As a grouping that exerts strong influence in the Asia-Pacific Economic Cooperation (APEC) and forms the core of the ASEAN Regional Forum (ARF), ASEAN is emerging as a key player in the security and economic development of the Western Pacific region. Due to these factors, ASEAN's stability and continued development are essential to the future stability and prosperity of the whole Asia-Pacific. In some respects, a linkages exists between the security and economic development of ASEAN and the Arab Gulf. Oil from the Arab Gulf is a very important factor in the economy of ASEAN countries. It is also important to the economic security of Japan, and the fact that this commerce passes through sea-lanes in Southeast Asia accounts significantly for the latter's importance to Tokyo. This, in turn, is an essential consideration in the US strategy in Asia, as its relationship with Japan continues to be the cornerstone of its policy. While non-oil trade between the Gulf states and ASEAN is not substantial, the Gulf is important to many ASEAN countries as a major destination of overseas workers, whose remittances play a large role in their economy. Religion also forms a bond between the Gulf and several ASEAN countries where Islam is the faith of either a majority or a significant minority of the population.

Book excerpt: This book explores the question “Why is the US Navy in the South China Sea at all?” It traces the history of diplomatic, economic, and military tensions among the People’s Republic of China, the Soviet Union, the United States, and the Socialist Republic of Vietnam, outlining the origins of the United States-Vietnam relationship during the immediate post-World War II period, the turmoil of the Vietnam War during which China supported North Vietnam against a US-backed South Vietnam, and the decision of the US government to open relations with China beginning in 1972. It shows how from 1945–1975, the US government used its relations with Vietnam to exert diplomatic, economic, and military pressure on China to open negotiations leading to full recognition and further discusses the surprising action of the US Navy in 1974 to allow the Chinese Navy to take the Paracel Islands by force, thereby denying control over these islands to a united Vietnam, closely allied with the Soviet Union, which was the common enemy of both China and the USA. Overall, the book demonstrates how the presence of the US Navy in the South China Sea is a crucial element in much wider, global US strategy.
