Book excerpt: Elemento di significativa innovazione che la Valutazione ambientale strategica (VAS) propone al campo disciplinare della pianificazione territoriale è l'impostazione plurale e partecipativa del processo valutativo, che si pone non come esogeno rispetto al processo stesso, ma come parte qualificante e fondante. Una partecipazione che non è prerogativa di pochi, che non è il teatrino, falso e autoreferenziale, di processi decisionali già sviluppati e sostanzialmente conclusi attraverso negoziazioni fuori dal controllo della pubblica opinione, e, come tali, facilmente caratterizzate dalla dialettica fra gli interessi di pochi. La VAS, che fonda il processo di piano e si identifica con esso, è pianificazione/valutazione di comunità, è metodo e prassi di community visioning. La scala dei problemi da affrontare è, naturalmente, questione fondamentale da analizzare e tenere presente, nella progettazione del processo. Si tratta di generare un movimento di discussione pubblico in cui le istanze, le opinioni, i bisogni, si manifestino, soprattutto in termini di diversità e conflittualità, cosí da far sí che il processo di community visioning abbia una base solida e riconosciuta nella sintesi della discussione mediatica sviluppata. Il processo di VAS delineato dalla Direttiva 2001/42/CE si configura come occasione importantissima di sperimentazione di nuove metodologie di governance territoriale, in cui l'interazione cooperativa tra pubblica amministrazione, comunità scientifica, professionisti e società locali, gioca un ruolo fondamentale per l'efficacia dei processi.

The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
