In 2007 the French government announced the “Grand Paris” initiative. This ambitious project reimagined the Paris region as integrated, balanced, global, sustainable, and prosperous. Metropolitan solidarity would unite divided populations; a new transportation system, the Grand Paris Express, would connect the affluent city proper with the low-income suburbs; streamlined institutions would replace fragmented governance structures. Grand Paris is more than a redevelopment plan; it is a new paradigm for urbanism. In this first English-language examination of Grand Paris, Theresa Enright offers a critical analysis of the early stages of the project, considering whether it can achieve its twin goals of economic competitiveness and equality. Enright argues that by orienting the city around growth and marketization, Grand Paris reproduces the social and spatial hierarchies it sets out to address. For example, large expenditures for the Grand Paris Express are made not for the public good but to increase the attractiveness of the region to private investors, setting off a real estate boom, encouraging gentrification, and leaving many residents still unable to get from here to there. Enright describes Grand Paris as an example of what she calls “grand urbanism,” large-scale planning that relies on infrastructural megaprojects to reconfigure urban regions in pursuit of speculative redevelopment. Democracy and equality suffer under processes of grand urbanism. Given the logic of commodification on which Grand Paris is based, these are likely to suffer as the project moves forward.

Il devait répondre à cette question : nous savons que le territoire est au coeur d'un grand nombre des transformations des sociétés contemporaines, mais pour autant avons-nous raison de vouloir fonder les "sciences du territoire" ? Cela supposait de répondre à d'autres questions préalables : sur la confrontation aux expériences interdisciplinaires étrangères dans le domaine. Si l'on veut constituer un réseau international, encore faut-il s'assurer de l'existence d'initiatives similaires à l'étranger et du degré de compatibilité avec elles ; sur les thématiques des sciences du territoire, le GIS ayant lancé de premiers axes de travail mais devant rester ouvert à d'autres axes possibles ; sur la nature de ces "sciences du territoire" : doivent-elles être conçues comme un champ multidisciplinaire, c'est-à-dire comme un ensemble de disciplines scientifiques que l'on confronterait pour comprendre, de manière minimalement harmonisée, la dimension territoriale de leurs objets propres ? Ou doit-on aller jusqu'à considérer qu'il s'agirait d'une discipline scientifique émergente, dont il faudra alors définir les concepts, les lois et les méthodes d'analyse ? Le spectre des disciplines concernées est large, très au-delà des SHS. Car c'est dans la confrontation des SHS avec les sciences de la vie et de la terre, les sciences de santé et les sciences de l'ingénieur (modélisation, systèmes complexes...) que les enjeux théoriques et méthodologiques sont les plus grands. Par exemple, le manque d'échanges entre les physiciens ou mathématiciens qui conçoivent les modèles du changement climatique, et les SHS dédiées à l'impact territorial de ce changement climatique, se traduit par une insuffisante interaction entre les analyses globales et locales. Enfin, au-delà des disciplines scientifiques, comment les sciences du territoire devraient-elles se situer par rapport aux pratiques du développement territorial ? Ce premier ouvrage de la Collection du CIST, dirigé par Pierre Beckouche, Claude Grasland, France Guérin-Pace, Jean-Yves Moisseron, rend compte des travaux menés au sein du Collège international des sciences du territoire.

Book excerpt: At a time when Côte d’Ivoire was experiencing a military-political crisis and was split in two (2002), the Coupé-Décalé appeared as a real innovation in the Ivorian musical universe. It caused a “sensation” with cultural practices, a dress code, choreographic concepts and musical forms that were atypical of the time. While pre-existing genres, such as Reggae, Hip Hop and Zuglou, are positioned as “committed” music, Coupé-Décalé, on the other hand, is in a completely different register: that of bringing joy, setting the mood, forgetting the sad reality of this difficult period. Nearly two decades later, the Coupé-Décalé continues to enjoy great popularity among a community of fans who are sensitive to the ideology promoted and the social practices that derive from it. This study develops a reflection on the Coupé-Décalé, a form of cultural mediation that consolidates a subcultural identity. It aims first to show the pictorial and imagined representations of the youth subculture through musical content, then to examine the actors, practices and interactions that lead to the development of the musical work, and finally, to demonstrate how the public and the producers, through the reception of the music and the identification with the Coupé-Décalé, constitute a subculture. In short, the Coupé-Décalé is a subcultural identity. It specifies a new relationship to politics, to social norms and, above all, a quest for pleasure, endangerment and amusement. Au moment où la Côte d’Ivoire connaît une crise militaro-politique et est coupée en deux (2002), le Coupé- Décalé apparaît comme une véritable innovation dans l’univers musical ivoirien. Il fait “ sensation” avec des pratiques culturelles, un code vestimentaire, des concepts chorégraphiques et des formes musicales atypiques à l’époque. Pendant que les genres préexistants notamment le Reggae, le Hip Hop et le Zouglou se positionnent comme des musiques “engagées”, le Coupé-Décalé, quant à lui, s’inscrit dans un tout autre registre : celui d’apporter de la joie, de mettre de l’ambiance, d’oublier la triste réalité de cette période difficile. Près de deux décennies plus tard, le Coupé-Décalé continue de jouir d’une grande popularité auprès d’une communauté de fans sensibles à l’idéologie promue et aux pratiques sociales qui en découlent. Cette étude développe une réflexion sur le Coupé-Décalé, une forme de médiation culturelle qui consolide une identité sous-culturelle. Elle veut d’abord montrer les représentations imagées et imaginées de la sous- culture jeune à travers les contenus musicaux, ensuite examiner les acteurs, pratiques et interactions qui conduisent à l’élaboration de l’œuvre musicale, et enfin, démontrer en quoi le public et les producteurs, à travers la réception de la musique et l’identification au Coupé-Décalé, constituent une sous-culture. En définitive, le Coupé-Décalé constitue une identité sous-culturelle. Il précise un nouveau rapport au politique, aux normes sociales et surtout une quête vers le plaisir, l’enjaillement et l’amusement.
