Book excerpt: This report presents the findings of the terminal evaluation of the regional project “Climate change adaptation of the Eastern Caribbean fisheries sector” (GCP/SLC/202/SCF, “CC4FISH”). The project was financed by the Global Environment Facility (GEF) and implemented and co-executed by FAO and regional partners from January 2017 to June 2022. The participating countries were Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago.

Book excerpt: The Third Third Annual Project Steering Committee Meeting of the GEG/FAO Climate Change Adaptation in the Eastern Caribbean Fisheries Sector Project (CC4FISH) was held at UN House, Bridgetown, Barbados, 16–17 April 2019. The meeting brought together 24 representatives from the project countries, partner organizations and other key stakeholders involved in the delivery of the project to highlight the progress made to date by each partner. Project countries and partners presented a review of their activities carried out during 2018 and their annual workplans and budgets for 2019. The discussions included the need and road to ensure a timely delivery of the project outcomes. In addition there were discussions on lessons learned and opportunities for further development of the project to ensure increased resilience and reduction of vulnerability to climate change impacts in the Eastern Caribbean fisheries sector. The main topics discussed during the workshop included capacity building, sargassum impacts, aquaculture development, fisheries management plans, vulnerability assessments and communication.

Book excerpt: The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Under the restructured Project, the new implementing agency, the CCCCC, will be performing a restructured set of key activities for the Project which are derived from the activities performed by the former implementing agency and additionally will continue the execution of the existing Memoranda of Understanding (MOU) with the following institutions: 1) University of West Indies at Mona; 2) University of West Indies at St Augustine; 3) Caribbean Institute for Meteorology and Hydrology (CIMH); 4) the Centre for Marine Sciences (CMS); and 5) Caribbean Disaster Emergency Response Agency (CDERA). These institutions are currently carrying out activities for the project as it is described in the original grant agreement. It is not expected that the scope and number of activities to be carried out by these parties in the new MOUs will change.

It showcases how flexibility can be introduced in the fisheries management cycle in order to foster adaptation, strengthen the resilience of fisheries, reduce their vulnerability to climate change, and enable managers to respond in a timely manner to the projected changes in the dynamics of marine resources and ecosystems. The publication includes a set of good practices for climate-adaptive fisheries management that have proven their effectiveness and can be adapted to different contexts, providing a range of options for stakeholders including the fishing industry, fishery managers, policymakers and others involved in decision-making. These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. Therefore, these three impacts can serve as practical entry points to guide decision-makers in identifying good practice adaptation measures suitable for their local contexts. These good practices are based upon transferable experiences and lessons learned from the thirteen case studies across the globe and hopefully will contribute to greater uptake and implementation of climate-adaptive fisheries management measures on the ground.

The pelagic complex in the western North Atlantic is comprised primarily of Sargassum natans and S. jluitans. Both species are hyponeustonic and fully adapted to a pelagic existence (Parr, 1939). Known commonly as gulf-weed, sea holly, or sargassum, they are characterized by a brushy, highly branched thallus (stem) with numerous leaf-like blades and berry-like pneumatocysts (floats). These floating plants may be up to several meters in length but are typically much smaller.
