The problem of squatting in Accra has been attributed to deficits in housing supply and the high rents of decent accommodation which have left the poor with little or no choice but to squat illegally on private or public property. Due to the failure of previous policies to solve the housing problems of the squatters in the capital, this study was conceived to verify the effects of land tenure security and assess the merits of tenure security as an alternative approach to enable low-income residents of the city to improve their housing. Additionally, the research was prompted by the desire to stem the fast pace of squatting in the city and eradicate the deplorable conditions in which most of the squatters live. Furthermore, it is anticipated that important lessons learned from the study settlements and within specific contexts will be able to be applied to help solve the housing and environmental problems of poor people elsewhere.

Drawing on insights from economic geography and two centuries of experience in developed countries, the World Bank’s World Development Report 2009: Reshaping Economic Geography emphasizes key aspects that are fundamental to ensuring an efficient rural-urban transformation. Critical among these are land, as the most important resource, and well-functioning land markets. Regardless of the stage of urbanization, flexible and forward-looking institu- ons that help the efficient functioning of land markets are the bedrock of succe- ful urbanization strategies. In particular, institutional arrangements for allocating land rights and for managing and regulating land use have significant implica- ons for how cities deliver agglomeration economies and improve the welfare of their residents. Property rights, well-functioning land markets, and the management and servicing of land required to accommodate urban expansion and provide trunk infrastructure are all topics that arise as regions progress from incipient urbani- tion to medium and high density.

The key implication of this view is that squatters quot;squeezequot; the formal market, raising the price paid by formal residents. The squatter organizer, however, ensures that this squeezing is not too severe, since otherwise the formal price will rise to a level that invites eviction by landowners (defensive expenditures by squatter households also help to forestall eviction). Because eviction is thus absent in equilibrium, the model differs crucially from previous analytical frameworks, where eviction occurs with some probability.

Based on demolishing existing slums and rebuilding on the same sites at a higher density, it is very distinct from the two prevalent conventional strategies with respect to slums in developing countries - slum clearance and slum upgrading. So why did the slum redevelopment strategy originate in Mumbai, and how did it do so? What were the key issues in the implementation of such a project? This critical volume responds to these questions by closely examining one particular redevelopment project over a period of twelve years: the Markandeya Cooperative Housing Society (MCHS). A concomitant of economic development and social conflict, squatting attracts public attention because – implicitly or explicitly – it questions property relations from the perspective of the basic human need for shelter. So far neglected by historical inquiry, squatters have played an important role in the history of urban development and social movements, not least by contributing to change in concepts of property and the distribution and utilization of urban space. An interdisciplinary circle of authors demonstrates how squatters have articulated their demands for participation in the housing market and public space in a whole range of contexts, and how this has brought them into conflict and/or cooperation with the authorities. The volume examines housing struggles and the occupation of buildings in the Global "North," but it is equally concerned with land acquisition and informal settlements in the Global "South." In the context of the former, squatting tends to be conceived as social practice and collective protest, whereas self-help strategies of the marginalized are more commonly associated with the southern hemisphere. This volume’s historical perspective, however, helps to overcome the north-south dualism in research on squatting.

Book excerpt: The authors provide an economic framework to analyze investment in informal housing in developing countries. They consider a simple model of investment in the housing market where investors can choose between two sectors-the formal sector, where physical investment faces no risk of destruction, and the informal sector, where investment in each period is subjected to an exogenous risk of destruction. Construction costs differ between the two sectors. All households are renters. Renters shop for dwelling attributes and do not care about the sector (formal or informal) itself. The model implies that returns on investment, measured by the rent-to-value ration, will be higher in the informal sector. The authors use a survey conducted by the World Bank in Pune, India in 2002. The sample comprises 2,850 households. This survey had the peculiarity of asking the households, regardless of tenure status, questions about the market rent and value of their dwelling. Thus they can calculate individual rates of return for each unit without facing the typical selection bias problems. Comparing the distributions of returns in the informal and formal sectors, the authors obtain the following results: 1) Rates of return are significantly higher in the informal sector, as predicted by the model. 2) These figures imply a perceived risk on housing investment in the informal sector equivalent to an annual destruction rate ranging between 1 and 2 percent. 3) The two distributions of rates of return present highly idiosyncratic components and are not well explained by variables proxying either the strength of informal property rights or lower perceived risks of eviction.
