Book excerpt: The High Commissioner, in his introductory statement, stressed that while continuing the completion of the Major Aid Programme for "old" refugees, his Office must carry on its current work and face substantial new refugee problems which had arisen simultaneously in other parts of the world. In the course of the session, the Deputy High Commissioner gave an account of the problems of new groups of refugees in Africa based on his mission there. The report submitted to the Committee on this subject deals with refugees from Angola, refugees from Rwanda, the situation in Central Africa as well as other groups of refugees. The Committee considered a Note submitted by the High Commissioner concerning the United Nations Conference on Consular Relations - Resolution on Refugees. The Note describes the debate at the Conference on Consular Relations concerning a substantive article on refugees in the final text of the Convention and the mandate of the High Commissioner to provide international protection under certain circumstances to persons who are unable or unwilling for specified reasons to avail themselves of national protection. The Executive Committee reviewed reports on various UNHCR activities: the resettlement of refugees, mental health in the special cases category, and new groups of refugees. The report on the resettlement of refugees was prepared by the Office of the High Commissioner in co-operation with the Intergovernmental Committee for European Migration (ICEM). The report looks at the past and future tasks of the UNHCR in the field of resettlement of refugees and describes the current activities of the UNHCR and the role of the ICEM and voluntary agencies. The Committee considered the report of the Mental Health Adviser on the mental health of refugees in the special cases category. The report recapitulates the activities carried out in this field since 1962 in Austria, Germany, Greece, Italy and Turkey. The report shows that in Austria and Germany responsibility for cases who needed to be followed up was being transferred to local authorities. The Executive Committee reviewed administrative and financial questions as well as the UNHCR Programme for 1964.
