Far more successful, however, was the collection of federal excise taxes on liquor during the same period -- an effort that secured for the government its single most important source of internal revenue. In Revenuers and Moonshiners Wilbur Miller explores the development and professionalization of the federal bureaucracy by examining federal liquor law enforcement in the mountain South after the Civil War. He addresses the central questions of the conditions under which unpopular federal laws could be enforced and the ways in which enforcement remained limited. The extension of federal taxing power to cover homemade whiskey was fiercely resisted by mountain people, who had long relied on distilling to produce an easily transported and readily salable product made from their corn. As a result, the collection of the tax required the creation of the most extensive civilian law enforcement agency in the nation's history, the Bureau of Internal Revenue. The bureau both regulated taxpaying distilleries and combated illicit production. This battle against moonshiners, Miller argues, implemented by the Republican party's vision of a federal authority capable of reaching into the most remote parts of the nation. Miller concentrates his analysis on the revenuers, but he nevertheless draws a clear picture of the mountain people who resisted them. He dispels traditional views of moonshiners as folk heroes imbued with a stubborn individualism or simple country folk victimized by outside forces beyond their control or understanding. Rather, Miller shows that the men (and sometimes women) who made moonshine were members of a complex and changing society that was a product of both traditional aspects of mountain culture and the forces of industrialization that were reshaping their society after the Civil War. While interest in African migration waned after the Civil War, it roared back in the late nineteenth century with the rise of Jim Crow segregation and disfranchisement throughout the South. The back-to-Africa movement held great new appeal to the South's most marginalized citizens, rural African Americans. Nowhere was this interest in Liberia emigration greater than in Arkansas. More emigrants to Liberia left from Arkansas than any other state in the 1880s and 1890s. In Journey of Hope, Kenneth C. Barnes explains why so many black Arkansas sharecroppers dreamed of Africa and how their dreams of Liberia differed from the reality. This rich narrative also examines the role of poor black farmers in the creation of a black nationalist identity and the importance of the symbolism of an ancestral continent. Based on letters to the ACS and interviews of descendants of the emigrants in war-torn Liberia, this study captures the life of black sharecroppers in the late 1800s and their dreams of escaping to Africa.

Its cities increased rapidly in size and saw the advent of electric lights, streetcars, and moving pictures. Farmers diversified their operations, sharply increasing their production of corn, sweet potatoes, and dairy products. Mississippians built large textile mills in a number of cities and increased the number of manufacturing workers tenfold. But many things did not change. In 1917 as in 1877, Mississippi was a top cotton producer and relied more heavily on cotton than on any other product. In 1917 as in 1877 the state had troubled race relations and was all too often the site of lynchings and race riots. Compared with other states in 1917, Mississippi was near the bottom of the list for length of the school year, for percentage of farms that boasted tractors, and for the number of miles of paved or gravel roads. Mississippi was the least urban and most agricultural state in the nation. Rednecks, Redeemers, and Race: Mississippi after Reconstruction, 1877–1917 examines the paradox of significant change alongside many unbroken continuities. It explores the reasons Mississippi was not more successful in urbanizing, in industrializing, and in reducing its reliance on cotton. The volume closes by looking at events that would move Mississippi closer to the national mainstream.

Book excerpt: Because Texas emerged from the western frontier relatively late in the formation of the antebellum nation, it is frequently and incorrectly perceived as fundamentally western in its political and social orientation. In fact, most of the settlers of this region were emigrants from the South, and many of these people brought with them their slaves and all aspects of slavery as it had matured in their natives states. In An Empire for Slavery, Randolph B. Campbell examines slavery in the antebellum South's newest state and reveals how central slavery was to Texas history. The "peculiar institution" was perhaps the most important factor in determining the economic development and ideological orientation of the state in the years leading to the Civil War. Campbell points out that although the area of slaveholding in Texas covered only two-fifths of the state by 1860, this area alone was as large as Alabama and Mississippi combined and constituted "a virtual empire for slavery." By the outbreak of the Civil War, the proportion of slaveholders and slaves in Texas was comparable to that of Virginia, the oldest slaveholding state in the Union. Utilizing records such as federal censuses, wills and other probate papers, and the WPA slave narratives, Campbell raises a number of questions concerning the nature of slavery in Texas. What factors encouraged the adoption of slavery? Under what conditions did the Texas slaves exist? What was the societal impact of slavery in this new state? How did the Civil War itself affect slavery in the state? Campbell also reviews the proslavery argument put forward by many early Texas statesmen. What emerges is a picture of a state whose political future was sen as dependent upon the continuance of slavery and whose role in the Civil War was determined by this choice. As a result of this study, Texas is revealed as a state not unlike those of the older South. An Empire for Slavery is the first examination of the "peculiar institution" as it existed in Texas. Historians and general readers alike will find it an essential examination of the region, the period, and the phenomenon of slavery.

Book excerpt: An examination of the settlement history of the alluvial bottomlands of the lower Mississippi Valley from 1880 to 1930, this study details how cotton-growers transformed the swamplands of northwestern Mississippi, northeastern Louisiana, northeastern Arkansas, and southern Missouri into cotton fields. Although these alluvial bottomlands contained the richest cotton soils in the American South, cotton-growers in the Southern bottomlands faced a host of environmental problems, including dense forests, seasonal floods, water-logged soils, poor transportation, malarial fevers and insect pests. This interdisciplinary approach uses primary and secondary sources from the fields of history, geography, sociology, agronomy, and ecology to fill an important gap in our knowledge of American environmental history. Requiring laborers to clear and cultivate their lands, cotton-growers recruited black and white workers from the upland areas of the Southern states. Growers also supported the levee districts which built imposing embankments to hold the floodwaters in check. Canals and drainage ditches were constructed to drain the lands, and local railways and graveled railways soon ended the area's isolation. Finally, quinine and patent medicines would offer some relief from the malarial fevers that afflicted bottomland residents, and commercial poisons would combat the local pests that attacked the cotton plants, including the boll weevils which arrived in the early twentieth century.
